Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for providing base linen and dry cleaning services for Wright Patterson Air Force Base (WPAFB).

• The contractor shall provide all personnel, equipment, tools, materials, vehicles, and supervision necessary to perform laundry and dry cleaning services.

• Services include pick-up and delivery of bulk laundry and individual piece laundry/dry cleaning.

• Specific tasks include weighing, packing, special laundering (e.g., draperies, mops, uniforms), and repairs.

• The contractor must comply with all applicable federal, state, and local health, occupational safety, and professional industry standards.

• Performance standards are detailed in the "Performance Objective, Performance Threshold and Methods of Assessment" section.

• Key metrics include "0 Defects" for most objectives, with remedies typically involving re-performance within 1-4 business days.

• Specific standards for tensile strength loss, whiteness degree, and appearance ratings are provided.

• The PWS covers the base period and option periods for the contract.

• All services will be performed on base at Wright Patterson AFB.

• Compliance with State or Local Department of Health requirements is the contractor's responsibility.

• Special handling is required for items like mops, Honor Guard/Band uniforms, and Chem Suits.

• Contaminated linens must be handled according to specific procedures, including placement in water-soluble and red plastic bags and washing at a minimum of 160 degrees Fahrenheit.

• The contractor must have a Quality Control Plan and ensure employees receive adequate training regarding risk of exposure.

• The contractor is responsible for notifying employees of base closures.

• The contractor shall report all labor hours via a secure data collection site (ecmra.mil).
