Performance Standards & Requirements

  • Maintain 95% service quality for all locksmith-related tasks.
  • Submit a Training Plan and an OPSEC Plan within 45 days of contract award.
  • Ensure personnel complete Cyber Awareness Challenge and Privacy at DHS training.
  • Contractor personnel must possess a current Secret Security Clearance prior to award.
  • Personnel must be licensed/registered locksmiths and hold specific certifications (GSA Authorized Safe & Vault Technician & Inspector, Kaba Mas X-09/X-10, LKM10K, Simplex).
  • Compliance with ID badge requirements, Government escort rules, CAC acquisition via NBIS, and DHS Form 11000-6 (NDA).
  • Adherence to SEAD 3 reporting requirements.
  • Government will provide locksmith shop space; contractor is responsible for inventory and control of Government-furnished parts.
