Statement of Work (SOW) / Performance Work Statement (PWS)

To provide routine locksmith services for the U.S. Coast Guard (USCG) Headquarters within the DHS Saint Elizabeth campus, ensuring physical security and operational readiness.

• Provide locksmith services one day per week at the DHS Saint Elizabeth campus.

• Perform routine locksmith duties including key creation/duplication, pinning high-security cylinders, and combination changes.

• Work with GSA approved security containers, including pinning, combination changes, and GSA container repairs.

• Install, repair, and service various locksets, hardware (including electronic and magnetic locks), and door closers.

• Perform work on various safes and GSA containers, including installation, repair, servicing, rebuilding, and combination changing.

• Maintain key control systems, including physical security of files, developing key schemes, and documentation.

• All work is to be performed on-site.

• 95% service quality for locksets, door hardware, safes, containers, and key control systems.

• Contractor must provide a Training Plan and an OPSEC Plan within 45 days of contract award.

• Contractor personnel must complete Cyber Awareness Challenge and Privacy at DHS training.

• Period of Performance: One (1) year from the date of award, with two (2) one-year options.

• Place of Performance: Primarily the Douglas Monroe Building (building 50) on the DHS Saint Elizabeth Campus, Washington D.C. Secondary location: USCG Senior Leader housing on Joint Base Anacostia-Bolling.

• Hours of Operation: Every Tuesday between 0800 and 1500, with availability for emergency calls outside normal hours (not to exceed six calls per base and option year).

• Contractor personnel must possess a current Secret Security Clearance prior to award.

• Contractor must be licensed or registered as a locksmith by a nationally recognized professional association.

• Personnel must provide proof of GSA Authorized Safe & Vault Technician & Inspector, Kaba Mas X-09/X-10, LKM10K, and Simplex certifications.

• Contractor employees must wear identification badges and comply with all Government escort rules.

• Contractor personnel requiring physical or logical access must obtain a Common Access Card (CAC) via NBIS check.

• Contractor must execute DHS Form 11000-6 (Non-Disclosure Agreement) and provide signed copies to the COR.

• Contractor must adhere to SEAD 3 reporting requirements.

• Government will furnish the locksmith shop space; contractor is responsible for inventory record keeping and control of Government-furnished parts and materials.

• Contractor-provided keys must be stored in a locked safe; Master Keys must be kept in a locked GSA container when not in use.
