Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for a non-personal services contract to provide Real Property Maintenance and Services for the U.S. Army Garrison Fort Benning/Camp Merrill, Georgia and Alabama. The primary objective is to ensure all facilities and assets are maintained in good working order, meeting applicable Federal, State, and local laws, regulations, and directives. The Contractor is expected to deliver performance-based, results-oriented services, emphasizing innovation and commercial best practices for Facilities Engineering Management, Vertical and Horizontal Facilities Maintenance, Cemetery Operations, and Heating and Cooling services.

The Contractor shall provide all necessary personnel, equipment, supplies, facilities, transportation, tools, materials, and supervision. Key work areas include:

• Work Management: Coordination, utilization of the Army Maintenance Application (ArMA) and General Fund Enterprise Business System (GFEBS) for Demand Maintenance Orders (DMOs), Preventive Maintenance Orders (PMOs), Operations Work Orders (OWOs), and Project Work Orders (PWOs.
• Common Levels of Service (CLS): Comprehensive maintenance, repair, and operation across various CLS functions including Facilities Maintenance, Grounds Maintenance, Vertical and Horizontal Facility Maintenance, Cemetery Services, Heating and Cooling, Water Services, and Wastewater Services.
• Periodic Inspections: Regular inspections of traffic/building signs, playground equipment, daycare centers, installation status, unoccupied facilities, energy audits, inventory management (asset tagging), mechanical rooms, and Utility Monitoring Control Systems (UMCS).
• Environmental Compliance: Management of mold, asbestos, lead (water testing), refrigerants, landfill operations (First Division Landfill, Camp Merrill Landfills), Municipal Separate Storm Sewer System (MS4) waste, borrow pits, and retention basins.

Performance will be evaluated against a Quality Assurance Surveillance Plan (QASP). The Contractor is responsible for developing and implementing a Quality Control Plan (QCP) within 30 days of contract award. The Performance Requirements Summary (PRS) Matrix details specific acceptable quality levels (AQLs) and corresponding deduct schedules for various tasks, including DMO response times (e.g., Priority 1 DMOs within 24 hours with a 2% defect tolerance) and PMO execution.

Work will be performed at Fort Benning and Camp Merrill, Georgia and Alabama. Normal operating hours are 0700-1600, Monday through Friday, excluding Federal holidays, but the Contractor must maintain an adequate workforce for uninterrupted performance and respond to emergency service calls.

• Personnel: Non-personal services contract. Key personnel (Project Manager, GFEBS PM Coordinator Lead) require specific qualifications, experience, and security clearances (e.g., PM requires baccalaureate degree, 5 years experience, Tier 3 Secret Clearance). All employees must be legal U.S. residents, qualified, and adhere to strict standards of conduct and identification.
• Security: Compliance with installation security policies, background checks, and mandatory security training (iWATCH, AT Level I, OPSEC Awareness) within 30 days of contract award.
• Safety: Development and submission of a Safety Plan within 10 days of work commencement, adhering to OSHA and all applicable laws.
• Environmental: Strict compliance with all Federal, State, local, and installation environmental laws, including green procurement, spill prevention, and waste management.
• Contingency Planning: Submission of mobilization, disaster, and labor dispute contingency plans within 30 days of contract award.
• Government/Contractor Furnished Property: Government will furnish facilities and some equipment; Contractor is responsible for all other supplies, equipment, and services, including obtaining necessary permits and licenses.
