Quick Summary
The Department of the Air Force (911th MSG/PK) has issued a Special Notice regarding its intent to award a sole source contract extension for Base Operations Support (BOS) Services at Pittsburgh Air Reserve Station (ARS), PA. This five-month extension, from July 1, 2026, to November 30, 2026, will be awarded to the incumbent, Criterion Corporation, a Service-Disabled Veteran Owned Small Business (SDVOSB) and Woman-Owned Small Business (WOSB). This action is taken under the authority of RFO 6.103-1 and 10 USC 3204(a)(1) to prevent a lapse in mission-essential services due to delays in the competitive procurement for the long-term contract. Proposals are not being requested.
Scope of Work
The BOS services are critical for the operations of Pittsburgh ARS and its tenant organizations, providing strategic airlift support. Key functions include:
- Materiel Management
- Ground Transportation and Vehicle Management
- Traffic Management Operations
- Real Property Maintenance
- Fuels Management

Justification & Context
The extension is necessary to allow sufficient time for the finalization of evaluation documentation, review, approval processes, contract award, and potential transition or protest resolution for the follow-on competitive contract. The original long-term competitive procurement was delayed due to a change in the Source Selection Plan directed by HQ Air Force Reserve Command. A lapse in these services would result in a shut-down of operations at Pittsburgh ARS. The estimated award date for the competitive long-term contract is August 2026, but this is subject to change.
