It constitutes the only solicitation, and a separate written solicitation will not be issued. The acquisition is for "Recycling center manning" at Spangdahlem Air Base.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for collection and recycling services, as well as the operation of the recycling center at Spangdahlem Air Base (SAB), Germany.

• Recycling Collection: Provide personnel, equipment, materials, vehicles, and supervision for the collection of various recyclable materials including Paper/Cardboard, Glass, Electronic Parts, Light Fraction (LF), Wood Material, and Metal. This also includes operating the Base Recycling Center (BRC).

• Operation of Recycling Centers: Provide labor, equipment, personnel, and services for the operation of recycling centers as defined in the PWS, supporting 52 CES/CEIE.

• Materials Accepted: Paper/Cardboard, Light Fraction (LF), Wood Material, treated and untreated wood, Glass (sorted), Metal, Electronic Parts, and certain Hazardous Waste (HW) such as fluorescent light tubes, dry cell batteries, and aerosol cans.

• Hazardous Waste: Contractor is responsible for sorting and storage of HW. Specific HW types are listed in Appendix C. Pick-up coordination for HW containers is required with the COR.

• Quality Control: Contractor must develop and maintain a Quality Control Plan (QCP).

• Quality Assurance: Government will evaluate performance via a Quality Assurance Surveillance Plan (QASP).

• Performance Objectives: Summarized in a Services Summary (SS) table, including maintaining equipment, providing submittals, ensuring correct separation of recyclables, proper sorting/storage of hazardous waste, and accessibility/operation of the recycling center.

• Unsatisfactory Performance: Will result in Corrective Action Reports (CARs) and potential further action.

• Location: Spangdahlem Air Base, Germany (BRC at Bldg. 64, COR at Bldg. 119).

• Hours of Operation: Recycling Center: Monday through Friday, 0830 a.m. - 1430 p.m., excluding U.S. Holidays.

• Phase-in Period: Two months (applies in case of a change in contractor).
