• Period of Performance: Base Year (05/11/2026 to 05/10/2027) with four option years.

• Estimated Size Standard: $9 Million.

• Quotes Due: April 23, 2026, 05:00 PM EST.

• Quotes must be submitted via email to noelli_medinamarin@ios.doi.gov with the subject line "QUOTE – 140P5426Q0010".

• Evaluation will be based on Price Proposal, Ability to provide requested services/Technical Proposal/Subcontractor Technical Capabilities, Past Performance/Similar Job History, and Technical and Past Performance combined (which are considered more important than price).

• Offerors must complete blocks 13, 14, 15, and 16c of the SF18 form, the pricing table/schedule, and acknowledge any amendments.

• This is a Small Business Set-Aside.

• Companies must have a valid Unique Entity ID (UEI) and an active System for Award Management (SAM.gov) registration.

• Offerors must self-certify under NAICS 562991 in the Representations and Certifications portion of SAM.gov.

• A site visit will not be offered; refer to Attachment 0002- Maps and Coordinates.

• Numerous FAR clauses are incorporated by reference, including those related to commercial items, evaluation, representations, and certifications.

Statement of Work (SOW)

To provide periodic and emergency pump-out, transport, and disposal services for septic wastewater/sludge for Everglades National Park (ENP).

• Service provider will respond to emergency and pre-scheduled requests for pump-out, transport, and disposal of wastewater/sludge.

• Services must comply with all local, state, and federal regulations.

• The service provider is responsible for managing and reporting any spills during the process.

• Wastewater/sludge will be transported and disposed of at the Black Point Wastewater Treatment Plant in south Miami-Dade County.

• Base period: 12 months.

• Option periods: Four 12-month option years, exercised at the government's discretion.

• All services must comply with local, state, and federal regulations.

• Service provider should inspect tanks and surrounding areas for potential leaks.

• Emergency notification: Within 12 hours.

• Pre-scheduled request: Within 2 hours.

• Service provider is responsible for all documentation and costs associated with transportation and disposal.

• This includes proper labeling, treatment center fees, and submission of a disposal report detailing removal quantity, time/date, and location.

• Invoices must be submitted within 30 days of service completion.

• The work covers 17 septic tanks and two Wastewater Treatment Plants (WWTP) within ENP, including locations in the Pine Island, Flamingo, and Northwest Districts.

• Specific addresses and approximate distances from park entrances or intersections are provided for various sites.

• Includes two vault toilet systems at the Shark Valley Visitor Center.

• Government Representative: To be determined (TBA).

• Contractor Representatives: Scope is limited to the contractor; contractual matters are exclusively with the Contracting Officer or their designated representative. Invoices must be submitted via IPP.gov after COR approval.
