The contractor shall provide cellular service and connection to the Internet for browsing, shall provide
access to web-based email (e.g. Post Office Protocol version 3 (POP3)), to send and receive text
messages, send and receive instant messages, send and receive data packets in any form not above (e.g.,
attachments) identified, send and receive data transmissions over its network to FIPS 140-2 Standards (as
outlined within current DoD Information Assurance (IA) policy DoDD 8100.02). Government “Premium
Service” and “International” subscribers may require global voice and data wireless communications
services and commercial off the shelf (COTS) wireless/cellular telephones/voice mail/smart phone/
internet hotspot devices throughout the U.S. Indo-Pacific Command (USINDOPACOM), U.S. European
Command (USEUCOM), U.S. Central Command (USCENTCOM), U.S. Africa Command
(USAFRICOM), U.S Northern Command (USNORTHCOM), and Southern Command (SOUTHCOM)
AORs.
