Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for OEM authorized service and maintenance of a Solar Turbines Taurus 3500 kw natural gas turbine and related equipment located at the USDA Laboratory facility in Ames, Iowa.

• Provide OEM authorized service and maintenance for the specified turbine and related equipment.

• Perform maintenance tasks according to the standards outlined in this PWS.

• Respond to emergency calls regarding warranty claims within 2 hours (technician availability dependent).

• Perform non-emergency, unscheduled visits as directed by the Prime Contractor Representative at no additional cost to the USDA.

• Schedule all work, including shutdowns for maintenance and repair, with USDA CO and COR, providing at least 2 weeks' notice. Schedule work to minimize impact on the June 15th to September 15th electrical peak season.

• Provide site visit reports within two business days of any visit.

• Provide written formal reports on basic services, including engine condition, lube oil analysis, and vibration analysis.

• Adhere to all federal and state health, safety, and security laws, rules, and regulations.

• Condition Assessment Visit: At least one onsite assessment per 12-month contract period, including other covered equipment.

• Scheduled Maintenance Inspections: Includes 4,000-hour (Level A) and 8,000-hour (Level B) services. This involves providing consumable maintenance parts (excluding air filters and lubricating liquids), labor, and travel. Parts must be shipped to the USDA facility at least 2 weeks in advance.

• Specific Maintenance Areas: Detailed tasks are outlined for Air Systems, Electrical and Control Systems, Fuel Systems, Generator (Driven Equipment), Lube Oil and Servo Oil Systems, Start Systems and Auxiliary Motors, and General maintenance.

• Reporting: Site visit reports, formal reports on services, semi-annual operation and maintenance reports, and condition assessment reports.

• Maintenance must be performed using only OEM authorized parts.

• Response time for emergency service calls is within 2 hours.

• A 2-week notice is required for scheduling shutdowns.

• Quality Assurance Surveillance Plan (QASP) will be used to evaluate contractor performance, with an Acceptable Quality Level (AQL) of 100% for contractor performance requirements and tasks.

• Period of Performance: One (1) Base Year of 12 months, with one (1) 12-month option year.

• Place of Performance: USDA Facility located at 1920 Dayton Ave, Ames IA 50010.

• Contractor Key Personnel: Minimum 10 years' experience servicing Solar Turbines generators and operating via ISO/PMCS control system. Technicians must be OEM authorized with at least 2 years' experience.

• Security: All contractor personnel must be US Citizens and physically escorted by a USDA employee while on site.

• Insurance: Specific requirements for Workers' Compensation, Employer's Liability, General Liability, Automobile Liability, and Aircraft Public and Passenger Liability are detailed.

• Invoicing: Submission via the electronic Invoice Processing Platform (IPP) is mandatory.
