Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for providing non-personal Base Operations and Maintenance Services in support of the Directorate of Public Works (DPW) at Fort Carson, Colorado. The primary objective is to provide healthy, safe, and reliable essential city services, act as an extension of DPW, ensure effective stewardship of installation resources, be the expert on utility systems, and provide world-class maintenance and repair services.

The contractor shall plan, program, administer, manage, document, and execute work necessary to provide DPW functions and services. This includes material requisitioning, quality control, financial control, correspondence, record keeping, and providing management, supervision, materials, supplies, labor, and equipment. The scope covers real property facilities and systems, including buildings, structures, and utilities, as defined in Army Regulation (AR) 420-1. The work will be performed at Fort Carson, Fort Carson water right areas, and Pinon Canyon Maneuver Site (PCMS) in Model, Colorado.

The anticipated Period of Performance (POP) is 6 months from contract award. Work will be performed at Fort Carson, Colorado, and surrounding areas including PCMS.

• Contractor Administration: Requires a dedicated Project Manager (PM) and Alternate Project Manager (APM) with specific qualifications. Includes requirements for meetings, conferences, briefings, work schedules, adherence to Federal holidays, and contingency plans for curtailment of operations.
• Quality Control: A Quality Control Program must be implemented, overseen by a Quality Control Manager (QCM). This includes a Quality Control Plan (QCP), documentation, trend analysis, and customer complaint program.
• Compliance: Adherence to all applicable Federal, State, and local laws, regulations, and directives, including environmental protection, safety, and security requirements.
• Personnel: Requirements for qualified personnel, including specific qualifications for the Project Manager and Alternate Project Manager, automated systems access, and employment limitations.
• Government-Furnished Property (GFP) and Services: The government will provide facilities, utilities, equipment, parts, supplies, and materials as GFP. The contractor is responsible for managing this property.
• Contractor-Furnished Property and Services: The contractor shall furnish all materials, equipment, and services not identified as GFP, including supplies, equipment, tools, vehicles, identification badges, and data processing equipment.
• Specific Tasks: Detailed tasks are outlined in Section C.5, covering general PWS requirements, customer services, support services, grounds maintenance, transportation systems maintenance, electrical, mechanical, plumbing, fire suppression, natural gas, environmental services, wastewater treatment, vehicle wash facilities, and potable water systems.

Sources Sought Notice

This notice is a Sources Sought for Base Operation Support Services (BASEOPS) at Fort Carson. The U.S. Government is seeking vendors capable of performing this requirement to support a competitive procurement. The intent is to extend the existing contract for two months on a sole source basis to ensure service continuity while a new acquisition is processed. This notice is not a Request for Quote (RFQ), Invitation for Bid (IFB), or Request for Proposal (RFP), nor does it commit the Government to a contract or to seeking quotes/bids/proposals.

• Contracting Authority: Proposed sole source Cost Plus Fixed Fee (CPFF) extension under statutory authority 6.302-1 (Only one responsible source).

• Costs: The Government will not pay for any information or administrative costs incurred in response to this notice.

• Interest in competing as a prime contractor.

• Information to determine commercial availability, including pricing basis (market, catalog), delivery schedules, terms, and warranties.

• Suggestions on how to structure contract requirements to facilitate competition among small businesses.

• Identification of any factors unnecessarily restricting competition and suggested alternatives.

• A competitive solicitation, if released, will be synopsized on the Governmentwide Point of Entry (GPE).
