Statement of Work (SOW) / Performance Work Statement (PWS)

The US Embassy, Paris-France requires the renovation of two bathrooms with toilets (Type 2) at the Neuilly compound, Apartment N421/424.

This project requires an experienced contractor to provide all labor, materials, tools, equipment, and supervision for the renovation. Key tasks include:

• Site installation, including floor protection and dust dispersion control.

• Demolition of existing fixtures (sinks, toilets, bathtubs, cabinets, tiles, baseboards, wall tiles, light fixtures, outlets, switches, wiring) and disposal of debris.

• Construction for each bathroom, including:

  • Sanding and preparing main doors for painting (color to be defined by COR).
  • Furnishing and installing new wiring for light fixtures, heating systems, switches, and outlets.
  • Installing specific light fixtures, outlets, and circuit breakers as specified.
  • Installing recessed extraction grilles.
  • Resurfacing floors.
  • Furnishing and installing ceramic tiles for floors and walls, with specific types and dimensions mentioned.
  • Repairing walls with plaster.
  • Installing square chrome profiles in outgoing corners.
  • Modifying water supply pipes (copper) for new fixtures and recessing them.
  • Furnishing and installing specific toilet cabinets, washbasins, faucets, and mirrors/cabinets with LED.
  • Furnishing and installing bathtubs, shower systems, and bathtub curtains/curtain bars.
  • Installing grab bars and bathroom accessories (toilet brush holder, paper holders, towel holders, trash bin).
  • Installing electric heaters/towel dryers.
  • Applying two coats of waterproofing paint on the main door, frames, and ceiling.

• Total duration of the renovation work: 7 weeks.

• Property shall be occupied during works; contractor must avoid disturbances.

• Working hours: Monday to Friday, 9:00 to 12:00 and 13:00 to 17:00.

• Property closed during American and French holidays.

• Contractors must visit the site to develop their proposal.

• Prior to any work, submit detailed drawings and product data for COR approval.

• All work must comply with EM-385-1-1 safety requirements, local French occupational safety and health laws, and applicable French and European building regulations. The more stringent requirement applies in case of difference.

• A "Safety and health protection plan" (PP SPS) must be provided.

• Contractor shall submit a waste tracking form (Attachment 5).

• All placements (wiring, outlets, etc.) must be verified with the COR prior to installation.

• Finishing plates will be selected by the Post.

• Joint colors for tiling to be submitted for Post's approval.

• Water supply pipes will be recessed in the walls.

• Apron for bathtub must be suitable for tiling.

• Contractor shall supply and install a trap for the bathtub.

• Remove floor protections and dispose of debris away from the property.

• Final cleaning required.

This is a Request for Quotes (RFQ) for the renovation of two bathrooms with toilets in Apartment N421-424, located in a U.S. Government residence in Neuilly, France. The U.S. Government intends to award a contract or purchase order to the responsible company offering an acceptable offer at the lowest price.

• Renovation of two bathrooms, including toilets.

• Evaluation will be based on the lowest priced, acceptable, responsible quote.

• Offerors must be technically qualified and financially responsible.

• Offerors must have an established business with a permanent address and telephone listing in France, or an established subcontractor with a permanent address in France.

• Offerors must demonstrate prior construction experience in similar electrical renovation work (minimum 5 years' experience and 5 projects).

• Offerors must be registered in the System for Award Management (SAM) database.

• A pre-proposal site visit is scheduled for May 6, 2026, at 10:00 (local time). Contact Pauline GUEDES by May 5, 2026, at 12:00 (local time) to arrange entry.

• Proposals must be in English.

• Incomplete proposals will not be accepted.

• Offerors are encouraged to register in SAM immediately if interested.
