Statement of Work (SOW) / Performance Work Statement (PWS)

To provide a trail-mounted restroom rental and associated weekly waste tank emptying services for the 9th Maintenance Group (MXG) at Beale Air Force Base (AFB), CA, to ensure compliance with federal regulations regarding separate restroom facilities by gender.

• Provide delivery, installation, lease, and weekly waste tank emptying services for a trail-mounted restroom trailer.

• Ensure unimpeded access to the restroom trailer for the duration of the lease.

• Perform scheduled weekly waste tank services in compliance with applicable standards and regulations.

• Ensure proper licensing and certifications for waste handling, removal, transport, and disposal at an off-base location.

• Coordinate trailer pick-up/removal within 30 days of lease ending.

• Keep the work area orderly and hazard-free, responsible for clean-up and proper disposal of all waste.

• Delivery and set-up no later than 26 September 2026.

• Initial waste tank service no later than seven (7) days after delivery.

• Second waste tank service no later than seven (7) days after the first service.

• Submit weekly cleaning schedules for approval 14 business days prior to visit.

• Notify COR prior to commencing scheduled waste tank services.

• Ensure COR is present to verify satisfactory service completion.

• Delivery Address: BLDG 1319, 19100 Alert Drive, Beale AFB, CA 95903.

• Duration of lease to be determined.

• Trailer configuration: Maximum of two (2) stalls, two separate stations (one for each gender), interior locking mechanisms, self-contained waste and potable water tanks, electric water heater.

• Electrical: 120v/20amp connection with 100 feet of extension cord; all systems powered solely by electricity.

• Station Amenities: One toilet, one sink with handwashing, one mirror, one shower, overhead lighting, hot and cold water functions.

• Contractor personnel must present a neat appearance and be easily recognizable.

• Comply with all applicable AFOSH standards, local, city, county, state, and federal regulations for waste handling and disposal.

• Comply with security requirements, including obtaining base identification and vehicle passes, and submitting an Entry Access Listing (EAL) within five (5) business days prior to work start.

• Coordinate all phases of work with the COR.

• Contractor is responsible for hazardous materials and waste cleanup and disposal.
