Statement of Work (SOW) / Performance Work Statement (PWS)

The U.S. Embassy, Paris-France requires the renovation of two bathrooms and two toilets (Type 4) at the Neuilly Compound, Apartment N121/124.

This project requires an experienced contractor to provide all labor, materials, tools, equipment, and supervision for the renovation. Key tasks include:

• Site installation and floor protection.

• Demolition of existing fixtures (sinks, toilets, bathtubs, cabinets, lighting, outlets, switches, flooring, baseboards, wall tiles) and disposal of debris.

• Construction and installation of new bathrooms and toilets, including:

  • Sanding and preparing doors and frames for painting.
  • Furnishing and installing new wiring for fixtures, heating systems, switches, and outlets.
  • Installing specific light fixtures, outlets, and circuit breakers.
  • Installing recessed extraction grilles.
  • Resurfacing floors and validating self-levelling thicknesses.
  • Repairing walls with plaster.
  • Installing specific ceramic tiles on floors and walls.
  • Installing square chrome profiles in corners.
  • Modifying and recessing water supply pipes.
  • Installing specific toilet cabinets, washbasins, faucets, mirrors/cabinets with LED, bathtubs, shower systems, curtain bars, grab bars, bathroom cabinets, and electric heaters/towel dryers.
  • Installing bathroom accessories (toilet brush holders, paper holders, trash bins).
  • Applying waterproofing paint on doors, frames, and ceilings.
  • Cleaning the site and removing all debris.

• Total duration of renovation work: 7 weeks.

• Property to be occupied during works; contractor must avoid disturbances to occupants.

• Working hours: Monday to Friday, 9:00 to 12:00 and 13:00 to 17:00.

• Property closed during American and French holidays.

• Contractor must submit detailed drawings and product data for approval prior to work.

• All work must comply with EM-385-1-1 safety requirements, local French occupational safety and health laws, and applicable French and European building regulations. The more stringent requirement applies in case of difference.

• A "Safety and health protection plan" (PP SPS) must be provided.

• Contractor shall complete a waste tracking form (Attachment 5).

• Specific product models and references are provided, with allowances for "or equal and approved" items.

• Colors for joints and paint to be selected by the Post.

• All wiring and outlets should be recessed.

• Placement of fixtures to be verified with the Contracting Officer Representative (COR) prior to installation.

Solicitation / RFP / RFQ

This Request for Quotes (RFQ) is for the renovation of two bathrooms and two toilets in apartment N121/124 at a U.S. Government residence in Neuilly, France. The U.S. Government intends to award a contract or purchase order to the responsible company offering the lowest acceptable price.

• Renovation of two bathrooms and two toilets.

• Compliance with specifications and drawings provided in Attachments A and B.

• Use of materials and installation as required by the contract.

• Firm, fixed-price contract.

• Performance period: To be determined after award, with completion within 35 calendar days after award.

• Payment will be made in EUROS.

• 10% VAT will apply to the contract.

• Proposals are due by May 20, 2026, at 18:00 (local time).

• Proposals must be submitted electronically to Pariscontracting@state.gov in MS-Word, MS-Excel, or PDF format, not exceeding 30MB per file.

• Proposals must be in English.

• Evaluation will be based on the lowest priced, acceptable, responsible quote.

• Key submission documents include: SF-1442, Section B (Pricing), Section K (Representations and Certifications), Section L (Additional Information), and proof of SAM Registration.

• Offerors must be technically qualified and financially responsible.

• Must understand English and French.

• Must have an established business with a permanent address and telephone listing in France, or an established subcontractor in France.

• Minimum of five (5) years of prior construction experience in similar renovation work, with five (5) completed projects.

• Must be registered in the System for Award Management (SAM) database.
