Bathroom and Toilet Renovation in Apartment N213 Located in Neuilly-Sur-Seine, France

Statement of Work (SOW) / Performance Work Statement (PWS)

The US Embassy, Paris-France requires the renovation of one bathroom and one toilet in an apartment type 4 (N213) at the Neuilly compound.

This project requires an experienced contractor to execute the renovation works as per drawings, scope of work, specifications, and general contract conditions. The contractor shall provide all labor, material, tools, equipment, daily supervision, and other related items. Key tasks include:

• Site Installation: Furnish and install floor and dust protection.
• Demolition: Isolate water supplies, turn off water and circuit breakers, remove existing fixtures (sink, toilet, bathtub, light fixtures, outlets, switches, wiring, flooring, baseboards, wall tiles, closet), and dispose of debris.
• Bathroom Construction: Sand and prepare doors/frames for painting, furnish and install new wiring for light fixtures, heating systems, switches, and outlets. Specific materials and models are listed for light fixtures, outlets, extraction grilles, floor and wall tiles, chrome profiles, water supply pipes, toilet cabinets, washbasins, faucets, mirrors/cabinets/LEDs, bathtubs, shower systems, curtains, grab bars, bathroom cabinets, electric heaters/towel dryers, and bathroom accessories. All placements and recessed wirings/outlets require COR verification. Finishing plates will be selected by the Post. Wiring will be protected by circuit breakers.
• Toilet Construction: Similar to bathroom construction, including specific materials for light fixtures, outlets, switches, extraction grilles, floor and wall tiles, chrome profiles, water supply pipes, toilet cabinets, washbasins, faucets, mirrors/LEDs, and bathroom accessories. Waterproofing paint will be applied to the main door, frames, and ceiling.

Total duration of the renovation work is 7 weeks. The work will be performed at the US Embassy, Paris-France, Neuilly compound.

• Contractors are advised to visit the site and verify existing conditions.
• Prior to any work, the Contractor shall submit detailed drawings and product data for approval.
• The property will be occupied during works; measures must be taken to avoid disturbances.
• Working hours are Monday to Friday, 9:00 to 12:00 and 13:00 to 17:00. The property will be closed on American and French holidays.
• All work must comply with safety requirements of EM-385-1-1, local French occupational safety and health laws, and applicable French and European building regulations. The more stringent requirement shall be followed in case of difference.
• A "Safety and health protection plan" or PP SPS is required.
• Contractor shall complete a waste tracking form (Attachment 5).
• After each workday, the contractor shall clean and avoid dust storage.
• The COR is Jean Luc MERRANT.

Solicitation / RFP / RFQ

This Request for Quotes (RFQ) is for the renovation of one bathroom and one toilet in Apartment N213 at a U.S. Government residence in Neuilly, France. The U.S. Government intends to award a contract or purchase order to the responsible company offering the lowest price, based on initial proposals.

• Minimum of five (5) years of prior construction experience in similar renovation work, with five (5) completed projects.

• Must provide a strategic plan for the renovation, including a work plan, product data sheets, and a health and safety plan.

• Offerors must address their plan to obtain all required licenses and permits.

• Proposals must be in English.

• Incomplete proposals will not be accepted.

• Offerors must be registered in the System for Award Management (SAM) prior to proposal submission.
