Submission & Evaluation

• Submission Method: Quotes must be submitted through the PIEE Solicitation Module. Submissions via any other means will be rejected.

• "Brand Name or Equal" Clause: Offerors proposing "equal" products must clearly demonstrate that their product meets all specified salient physical, functional, or performance characteristics. This requires identifying the item by brand name (if any), make/model number, and including descriptive literature. Any modifications needed for conformity must be described.

Eligibility / Set-Aside

• Set-Aside: This is a Total Small Business Set-Aside (FAR 19.5).
• Country of Origin: Offers must comply with the Buy American—Balance of Payments Program. Offerors must complete and return Attachment 1 (Certifications and identification of country of origin) with their offer. Offers lacking a completed Attachment 1 may be rejected.
