Quick Summary
The Department of the Navy, specifically the SUPPLY OFFICER at Camp Pendleton, CA, is issuing a combined synopsis/solicitation for Battlefield Operations Support Systems (BOSS) Annual Maintenance. This is a Sole Source procurement to ensure the continued operational readiness and compatibility of six existing BOSS systems used by the Marine Corps Tactical Systems Support Activity (MCTSSA). This acquisition is Unrestricted. Offers are due by April 14, 2026, at 09:00 AM PST.
Scope of Work
This requirement is for hardware and software maintenance support for six existing BOSS systems. The primary deliverable is the "TCG-PSP SLB - Product Support Platinum" plan for specific System IDs (TCG0910, TCG0999-1002, and D4-BE-D9-B1-EB-B12). This plan includes product support, an extended warranty, software updates, help desk assistance, and on-site visits. The maintenance is essential for ensuring compatibility with existing software and hardware and achieving performance and operational requirements.
Contract Details
This is a Firm Fixed Price procurement. The contract includes a base year plus four option years, with option periods extending from May 2026 through May 2031. The acquisition is being conducted as Unrestricted. The applicable North American Industry Classification Standard (NAICS) code is 334111 (Computer and Peripheral Equipment Manufacturing) with a size standard of $14 million. Requirements in DFARS 252.211-7003 (Item Identification and Valuation) are applicable, requiring DoD unique identification.
Justification for Sole Source
The BOSS system is developed by Curtiss-Wright Tactical Communications Group (TCG), and maintenance services are exclusively available from the Original Equipment Manufacturer (OEM). There are no authorized resellers for this specialized support. The software is recognized as the "gold standard" for TDL platform integration and testing, and no authorized substitutes exist. Procuring a different system would result in significant duplication of costs and pose compatibility risks. This requirement is cyber-related under Class Determination and Finding 23-754, which increases the simplified acquisition threshold to $800,000, and aims to protect MCTSSA's investment in these critical systems.
Submission & Deadlines
