This document is an "Intent to Sole Source" notice from the Department of Veterans Affairs (VA) regarding services and incidental supplies for the BD Pyxis, BD Logistics, and BD IV Prep systems. The VA intends to award a contract to Carefusion Solutions LLC for these services. Statement of Work (SOW) / Performance Work Statement (PWS)

To provide onsite and remote service and support for hardware and software associated with BD Pyxis, BD Logistics, and BD IV Prep systems at Providence Veterans Affairs Medical Center (PVAMC) and its associated outpatient clinics in Rhode Island and Massachusetts.

• Systems Covered: BD ES Platform (Medstations, Auxiliary Columns, Anesthesia Systems, Refrigerators, Medication Label Modules, Smart Remote Managers, Software Licensing, Enterprise User Management, CII Safe, ES Servers), BD IV Prep System (Cato Software Subscription, MAPortal 3, IV Prep Gravimetric Pack, Barcode Printers, IV Prep Servers), and BD Logistics System (Carousel and accessories, Handheld Scanner, Logistics Servers). This also includes interfaces between these systems.

• Services: Provide all labor, personnel, equipment, tools, materials, supervision, and other items necessary for onsite and remote service and support.

• Equipment: Provide all tools and equipment necessary for services, including Personal Protective Equipment (PPE).

• Period of Performance: April 1, 2026, to March 31, 2027.

• Service Coverage: 24 hours a day, 7 days a week, 365 days a year through the technical support center.

• Remote Support: Technical Support Center (TSC) available 24/7/365 for Pyxis equipment. IV Prep support available M-F 8am-5pm PST. HealthSite support available M-F 6am-5pm PST.

• On-site Support: If remote troubleshooting fails, a Field Service Engineer will be dispatched within a guaranteed response time of 24 hours.

• Patching and Updates: Contractor to provide approved patch/update lists, work with VA on approvals, and manage updates. Server patching to be initiated by 7 am EST. Local Medstation patching pushed remotely by contractor; VA responsible for reboots.

• Customer Training: Provide one-time training to designated personnel for maintenance activities not covered by the agreement.

• Guaranteed Response Time: 24 hours for standard plan, with potential credits for failure to meet. Specific details on notification and credit are provided.

• Period: April 1, 2026, to March 31, 2027.

• Locations: Providence VA Medical Center (Providence, RI), Eagle Square VA Clinic (Providence, RI), Middletown VA Clinic (Middletown, RI), New Bedford VA Clinic (New Bedford, MA), Hyannis VA Clinic (Hyannis, MA).

• Property Damage: Contractor is responsible for any damage to government property.

• Identification, Parking, Smoking, Cell Phone Use, VA Regulations: Contractor employees must comply with VA site regulations, including wearing identification, parking in designated areas, no smoking indoors, restrictions on cell phone use near medical equipment, and prohibition of weapons.

• OSHA Bloodborne Pathogens Standard: Contractor must comply with OSHA standards, including employee education, exposure reduction policies, counseling/treatment, and provision of appropriate PPE.

• Records Management: Contractor must adhere to all Federal and Agency records management policies, including safeguarding of records and data. Government owns all data/records produced.

• Information System Security/Privacy: Contractor personnel must comply with Federal laws, VA Directives, and Handbooks regarding information and system security. Background investigations may be required. Custom software development must be U.S.-based where practical. Contractor must notify VA of employee reassignments or terminations. VA information must be used only for contract purposes and protected.

• Security Incident Investigation: Contractor must immediately notify COTR and designated ISO/Privacy Officer of any security incidents or unauthorized disclosures. Cooperation with investigations is required.

• Liquidated Damages for Data Breach: Contractor is liable for liquidated damages in case of a data breach involving sensitive personal information.

• Security Controls Compliance Testing: Contractor employees must complete annual training and sign Rules of Behavior. VA reserves the right to evaluate security controls.

• Training: All contractor employees requiring access to VA information and systems must complete specific VA training (Cyber Security Awareness, privacy training) and sign Rules of Behavior. Certificates must be provided.
