Contract work consists of a base bid to hydraulically place approximately 400,000 cubic yards of beachfill along the Atlantic Ocean coastline of Brigantine Island, Atlantic County, New Jersey. The project area encompasses approximately 9,300 feet along the oceanfront of the City of Brigantine. The contract work may also consist of up to 5-7 separate options to place additional amounts of beachfill per option, if awarded, in locations within and outside of the Base bid areas. Options, if awarded, will be for quantities ranging from approximately 25,000 to 300,000 cubic yards with all options being approximately 600,000 cubic yards. The project work for the Base Bid and Options, if awarded, also may include, in addition to beachfill: the construction or repair of pedestrian, vehicle, and handicap dune crossovers; planting dune grass; and installing sand fencing. The beachfill material for this contract must come from the authorized borrow area, which is shown on the contract drawings, located in Brigantine Inlet. Solicitation Number W912BU23B0002 will be issued on or about 30 March 2023 with bid opening date occurring at least 30 days after the Solicitation. The period of performance is 120 calendar days for the Base and Options. Estimated cost range of the project is $10,000,000.00 to $25,000,000 including options.

The Army Corps of Engineers, Philadelphia District, is interested in awarding one (1) Firm Fixed Price Contract for Beach Nourishment, Brigantine Inlet to Great Egg Harbor Inlet, Brigantine Island, Atlantic County, New Jersey. Contract work consists of a base bid to hydraulically place approximately 400,000 cubic yards of beachfill along the Atlantic Ocean coastline in the City of Brigantine, Atlantic County, New Jersey. This contract requires open ocean dredging and hydraulic placement of beachfill. The project area is entirely within the City of Brigantine. The contract work may also consist of up to 5-7 separate options to place additional amounts of beachfill per option, if awarded, in locations within and outside of the Base bid areas. Options, if awarded, will be for quantities ranging from approximately 25,000 to 300,000 cubic yards. The project work for the Base Bid and Options, if awarded, also may include, in addition to beachfill: the construction or repair of pedestrian, vehicle, and handicap dune crossovers; planting dune grass; and installing sand fencing. The only approved borrow area for the beachfill material is located within Brigantine Inlet. Estimated cost range of the project is between $10,000,000.00 and $25,000,000.00. The period of performance is 120 calendar days for the Base and Options. An Award for the Contract is anticipated for June 2023. Performance and Payment Bonds will be required for 100% of contract award. The NAICS Code for this project is 237990 and the small business size standard is $39.5 Million. To be considered small for purposes of Government procurement, a firm must perform at least 40 percent of the volume dredged with its own equipment or equipment owned by another small dredging concern. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. All interested HUBZone, 8(a), Service Disabled Veteran Owned, Small Business contractors should submit a narrative demonstrating their experience in the specified work, as well as, their technical capabilities.
