BEALE AFB ATRIUM SHADE CANOPY REPLACEMENT

Statement of Need (SON)

The 9th Communications Squadron requires the replacement of five (5) exterior atrium shade canopies to ensure a safe, functional, and mission-supportive outdoor space. The existing canopies have exceeded their service life and no longer meet structural, safety, or appearance standards.

• Provide all labor, materials, equipment, supervision, and professional services for the removal of existing shade canopies and installation of new replacement canopies.

• Fabrication, delivery, installation, and any required hardware replacement are included.

• Work must comply with applicable codes, Air Force standards, and Beale AFB requirements.

• Contractor is responsible for the disposal of existing canopies.

• Five (5) replacement shade sails made of commercial-grade, fire-resistant (FR) shade cloth.

• Colors: 2 red, 1 blue, 2 yellow, matching existing aesthetics.

• Suitable for exterior use and environmental conditions.

• Minimum 1-year warranty on workmanship and materials.

• Approximate dimensions for individual sails: 21x20 ft (red tarp), 23x23 ft (blue), with each corner having a 10 ft length. The entire atrium span is approximately 43x43 ft.

• Contractor shall conduct an initial site visit to verify field measurements, canopy location, and assess existing mounting hardware for suitability and reusability.

• Any components replaced must ensure proper fit, functionality, and structural integrity.

• Contractor must promptly notify the Contracting Office of any discrepancies impacting ordering or installation and await direction before proceeding.

• Location: 9th Communications Squadron, Beale AFB, CA 95903 (6252 B St. Bldg. 2445).

• Work shall be performed Monday-Friday between 0730–1630.

• Delivery and installation coordination with the Government POC at least two (2) weeks prior to the anticipated performance start date.

• Installation, assembly, and site cleanup must occur on the same day.

• Contractor personnel require base access authorization (EAL) and must comply with base entry, traffic, and cellular phone operation policies.

• Federal holidays are observed per installation policy.

Solicitation / RFP / RFQ

This solicitation is for the "Atrium Canopy Replacement" project at the 9th Communications Squadron. The contractor will be responsible for removing existing shade canopies and installing new replacement canopies at the atrium.

• Evaluation will be based on a best value tradeoff using the following factors: Technical Approach, Delivery and Installation Schedule, and Price.

• Offerors must be registered in SAM.gov and have current representations and certifications.

• This acquisition is set aside 100% for Small Business.

This document is a Contractor Entry Access List (EAL) form. It is used to facilitate personnel access to Beale AFB in accordance with REAL ID Act requirements. Handwritten or PDF submittals will not be processed.

• REAL ID Act Compliance: Effective August 15, 2016, personnel require DBIDS cards for entry.
• EAL Duration: Personnel are placed on an EAL for a maximum of 29 days and 15 business days to receive their DBIDS card. Longer durations require an AF Form 1172 or a memo from contracting.
• Required Information: The form requires employee's legal name, Date of Birth (DOB), Driver's License Number and Issuing State, Start and Expiration Dates, Sponsor Name/DOB, Sponsor Phone Number, Sponsor's DOD ID/EDIPI, Destination, Company Name, Authorized Entry Times/Days, Contract Number, and Social Security Number (SSN).
• SSN Usage: The SSN is mandatory for positive identification. Failure to provide it will result in automatic denial of base access.
