• Evaluation Method: Only the lowest priced offer will be evaluated for Technical Acceptability. If it's not acceptable, the process continues with the next lowest priced offer.
• FAR Clauses Incorporated by Reference: Numerous FAR clauses are incorporated by reference, covering topics such as certifications, prohibitions on contracting with certain entities (e.g., related to Sudan, Iran, covered telecommunications equipment), sustainable products, and security prohibitions.
• Quality Assurance: Applicable to orders for products touching USCG aircraft, requiring immediate notification of any issues, a detailed quality control manual, and notification of any product or process changes.
• Packaging Instructions: Specifies requirements for packing and labeling materials for shipment, prohibiting certain packing materials and requiring individual packing for parts.
• Shipping Instructions: Provides the shipping address for the USCG Aviation Logistics Center.
• Inspection and Acceptance: Material inspection will be performed at destination by local USCG personnel. A Certificate of Conformance (COC) is required for all items. Full and clear traceability must be provided.
• Delivery Terms: F.O.B. Destination is requested.
• Invoicing Instructions: Outlines requirements for submitting invoices, including having active SAM status and using DD-250 when required.
• Homeland Security Acquisition Regulations (HSAR) Clauses: Includes specific HSAR clauses applicable to the contract.
