Submission & Evaluation
Offers must be submitted by the exact time specified in the solicitation and held firm for 30 calendar days. The Government intends to evaluate offers and award a contract without discussions, based on the offeror's most advantageous terms, considering price and other factors as specified by the Contracting Officer (per FAR 52.212-2).
Offerors must complete representations and certifications (FAR 52.212-3) either electronically via SAM.gov or by completing specific paragraphs of the clause. Accuracy and completeness of data in the System for Award Management (SAM) database are the offeror's responsibility. All shipping and freight charges must be added to the total cost and included in the submission.
Invoicing must be processed through ipp.gov and include the CG contract number, vendor UEI, CAGE number, PO item number, description, unit prices, extended totals, and shipping costs as a separate line item. A copy of the invoice must also be sent to Carlos.A.DiazGarcia@uscg.mil.
