Sources Sought Announcement

This Sources Sought Notice (SSA) is issued by the Naval Criminal Investigative Service (NCIS) to conduct market research and determine the capability of businesses, large and small, to provide specialized practical interview training. This training focuses on behavioral information collection and techniques for assessing potential violence and/or national security risk.

The NCIS Threat Assessment Unit (TAU) requires contractor support for this training. NCIS is the federal law enforcement agency for the Navy and Marine Corps, with a broad mission including threat mitigation and prevention.

• Specialized practical interview training focusing on behavioral information collection and techniques.

• The attached Performance Work Statement (PWS) provides detailed requirements.

• The anticipated North American Industry Classification System (NAICS) code is 611430 - Professional and Management Development Training, with a small business size standard of $35M.

• Previous acquisitions for similar services were sole source FFP Purchase Orders awarded to Sikich LLP.

• This is for informational purposes only and is NOT a Request for Proposal (RFP).

• Responses are due by 11:00 AM EST on February 5, 2026, via email to Pravin Upadhyay and Judith Campbell.

• Responses should include business name/address, representative details, Cage Code, DUNS, business size/classification, a capability summary (10-15 pages max) detailing experience with law enforcement agencies, and available contract vehicles.

• An initial price estimate is acceptable.

• The government is seeking feedback to support a competitive environment and determine potential for small business set-aside.

• Small businesses (including SDB, HUBZone, 8(a), SDVOSB, WOSB) are encouraged to provide information on their capabilities and any joint venture/partnering plans.

• To determine a small business set-aside, two or more qualified small businesses must submit responses demonstrating their qualifications and ability to meet the Limitations on Subcontracting clause.

• This notice does not constitute a solicitation or commitment to award a contract.

• No funds are available to pay for response preparation.

• All submissions become government property.

• Proprietary information must be clearly marked.

Performance Work Statement (PWS)

To obtain instructional support services for specialized practical interview training focused on behavioral information collection and techniques to assess potential violence and/or national security risks to the Department of the Navy (DON).

• Provide seven (7) hours of specialized behavioral and protective intelligence/threat assessment interview training.

• Focus on interview tactics, information elicitation, and behavioral aspects of interviewing.

• Utilize lectures, interactive simulated case studies, social media, and contractor-provided video-taped interviews.

• Cover concepts related to threat assessment and management principles.

• Include instruction on conducting challenging interviews and establishing rapport.

• Incorporate three (3) separate behaviorally interactive simulated case studies, including video.

• The audience will be approximately twenty-four (24) NCIS personnel (special agents, investigators, analysts).

• Training must enhance NCIS' ability to effectively gather information for analyzing and managing potential threats.

• Students will gain advanced knowledge of behavioral characteristics and psychological aspects in threat investigations.

• Students will enhance interview skills through practical experience and case simulations.

• The instructor must meet specific experience and qualification requirements.

• Period of Performance: Five years (base period + four option periods).

• Training Dates: Base Period (30 April 2026) through Option Period 4 (30 April 2030).

• Place of Performance: Federal Law Enforcement Training Center (FLETC), North Charleston, SC.

• Contractor must be a U.S.-based company. All personnel must be U.S. Citizens.

• Contractor personnel must comply with security requirements for installation access.

• Contractor personnel must sign a Non-Disclosure Agreement (NDA) and adhere to the Privacy Act.

• Contractor is responsible for arranging off-site billeting and subsistence.

• Specific personnel qualifications are required for the instructor and role player (e.g., years of experience, specific training).

• Deliverables include pre-course preparations, case simulation outlines, and PowerPoint course content.
