This Request for Quotations (RFQ) seeks proposals for standard VNET Internet Circuit services for the U.S. Embassy Belmopan. The U.S. Government intends to award a contract/purchase order to the responsible company submitting the lowest priced acceptable offer.

• Standard VNET Internet Circuit

• Dedicated Internet Bandwidth of 50 Mbps

• A/28 subnet static Public IP addresses for VPN equipment, network mask, and default gateway IP address.

• High-end, professional-grade service, dedicated (not shared or bundled), 24/7 "always-on" with unlimited usage.

• Fiber optic or terrestrial connectivity preferred.

• ISP interface connectors: LC fiber connector (MM-multimode) – Gigabit interface.

• ISP must provide all data media converters or transmission devices.

• ISP availability: "Always on".

• ISP connection: IPs must NOT use Network Address Translation (NAT).

• ISP must permit all IP protocols (including but not limited to ICMP, UDP, TCP, and IPSEC) to transit without filters or proxies. Unfiltered access to the Internet is required without ISP firewall blocking or stateful inspection.

• ISP must permit installation of Customer VPN encryption devices on circuit.

• ISP must permit ping and trace route traffic from 169.252.0.0/16 and 169.253.0.0/16 to the ISP connection.

• Performance parameters for Service Level Agreement (SLA): Packet Loss <=.5%, Availability of 99.9%.

• Network devices must not be ZTE, Huawei, Xiaomi, or affiliated branded products.

• ISP must warrant service support 7X24X365.

• The contract is for a one-year period.

• Contract Type: Firm Fixed Price (FFP)

• Period of Performance: One-year contract.

• Pricing: In Belize Dollars (BZD).

• Quotations are due by June 24th, 2026, at 1:00 pm.

• Proposals must be in English.

• Incomplete proposals will not be accepted.

• Submission Method: Electronically to Belmopanprocurement@state.gov.

• Format: MS-Word 2007/2010, MS-Excel 2007/2010, or Adobe Acrobat (pdf) file format.

• File Size Limit: Must not exceed 30MB. For files exceeding 25MB, submit in separate files (less than 25MB each).

• Evaluation: Comparative evaluation based on technical, past performance, and price. This is not a low price technically acceptable or trade-off process.

• Offerors shall be registered in the SAM (System for Award Management) database prior to submittal of their offer/proposal.

• The solicitation includes SF-1449, Section 1 (The Schedule), Section 2 (Contract Clauses), Section 3 (Solicitation Provisions), Section 4 (Evaluation), and Section 5 (Offeror Representations and Certifications).

• Specific attachments required include: SF-1449, Section I (Pricing), Section 5 (Representations and Certifications), additional information as required in Section 3, Proof of SAM Registration, and Cybersecurity Supply Chain Risk Management (C-SCRM) Questionnaire and Attestation Forms.

This document contains two Excel worksheets: the "C-SCRM Questionnaire" and the "Software Producer Attestation Form." Both are designed to collect information related to Cybersecurity Supply Chain Risk Management (C-SCRM) from vendors responding to an opportunity.

C-SCRM Questionnaire:

• Section 1: Contact Information: Requires vendor company name and primary Point-of-Contact (POC) details (name, title, phone, email).
• Section 2: Vendor Risk Management Plan: Asks questions about the vendor's processes for identifying supply chain threats, mapping suppliers, checking SAM.gov exclusion records, and contractual SCRM requirements.
• Section 3: Physical and Personnel Security: Inquires about vendor policies for employee background checks and procedures to prevent tampering with Information and Communications Technology (ICT) equipment.

Software Producer Attestation Form:

• Requires completion by each software producer supplying critical software as part of the offer.
• Item 1.1: Name of the software producer.
• Item 1.2: Attestation regarding adherence to secure development practices and tasks outlined in NIST SP 800-218, including identification of any non-compliant practices and mitigation plans (POA&M).
• Item 1.3: Description of the software product(s) to which the attestation applies.

Vendors must complete the C-SCRM Questionnaire with their organization's information. If critical software is being offered, each software producer involved must complete the Software Producer Attestation Form, detailing their adherence to NIST secure development standards and providing plans for any non-compliance. Failure to provide this information may impact the offer.
