This document outlines the Minimum Essential Characteristics (MECs) required for a Firefly Genomics (6 Head) system. It details the specifications for a liquid handling robot that potential bidders must meet or exceed to be considered compliant.

• Physical Specifications: Small footprint (approx. 660 mm W x 560 mm D x 790 mm H), weight (approx. 120 kg or less), single mains power connection.
• Pipetting Head: 384-tip, 0.5 µL to 100 µL range, precision CV <= 5%, accuracy +/- 5% at 1 µL.
• Tip Compatibility: Automatic exchange for 384, 96, 8, and 16 channel arrays.
• Liquid Dispensing Module: 6-head, TRUE positive displacement, 200 nanoliter to 4 mL range, capable of handling various liquid types (e.g., ethanol, glycerol, DMSO, cells, SPRI beads) without liquid classification.
• Deck System: 2-tier moving deck with a gripper module for labware and adaptor plate manipulation.
• Functional Modules: Includes microplate shaker, heater cooler module, and magnet plate.
• Enclosure: Functional modules enclosed with panels and an interlocked door for a clean environment.
• Warranty: One (1) year on-site warranty (parts and labor) commencing on installation.
• Services: On-site installation and startup training for at least one person.
• Delivery: To United States Army Medical Research Institute of Infectious Diseases (USAMRIID), 1425 Porter Street, Fort Detrick, MD 21702.

Bidders must ensure their proposed Firefly Genomics system meets all listed MECs. This document is critical for defining the technical requirements of the equipment being procured and will be a primary basis for evaluating proposals.

Solicitation / RFP / RFQ

This document outlines the evaluation criteria and basis for contract award for a Firm-Fixed Price (FFP) contract. The government intends to award a single contract to the responsible offeror whose proposal is most advantageous, considering both price and technical factors. This is a best-value procurement, and the government may award without discussions, but reserves the right to hold discussions if necessary. The government also reserves the right to make no award.

Proposals will be evaluated based on three factors:

• Evaluation Factor A – Technical: Assesses the risk to the government based on the offeror's technical proposal, considering comprehensiveness, depth, and quality. Risk relates to potential disruptions, increased price, performance degradation, or unsuccessful contract performance. Minimum rating required: "Acceptable (Green)".

• Evaluation Factor B – Completeness: Evaluates the completeness of the Business volume. An award will only be made to offerors who submit a complete Business volume. This factor is evaluated separately and not used in trade-off analysis. Minimum rating required: "Satisfactory Confidence" or "Neutral Confidence".

• Evaluation Factor C – Price Reasonableness: Examines the proposed rates and total price for fairness and reasonableness.

• Contract Type: Firm-Fixed Price (FFP)

• Award Basis: Best-value procurement, considering price and other factors.

• Proposals must contain the offeror's best terms from a price and technical standpoint.

• Evaluation is on a trade-off basis. Non-price factors (Technical and Completeness) combined are significantly more important than Price Reasonableness. Technical is significantly more important than Completeness.

• Award may be made to a higher-priced offeror if a price premium is warranted due to superior Technical and Completeness factors.

• Information must be submitted in the appropriate volume (e.g., Price Reasonableness in the Price Volume).

• The government will not assume capabilities not explicitly stated in the Technical volume.

Solicitation / RFP / RFQ

This document is a solicitation (RFQ) for a benchtop pipetting machine, including accessories and consumables. The acquisition is unrestricted.

• Spt Labtech Firefly 6 head benchtop unit.

• Specified accessories: Sprung Nest White, Ring Magnet Plate, Universal Tip Stand, Universal Tip Loading Cassette, and Microplate Risers.

• Specified consumables: 3 Firefly Pipette Tips (100UL, with Filters), Dragonfly discovery Sterile Reservoirs, and Dragonfly discovery Ultra Low Retention Syringes.

• Shipping and Handling.

• The contract is for commercial products and commercial services.

• The period of performance is indicated by delivery dates of "01 Jul 2026" for all line items.

• The NAICS code is 334516 with a size standard of 1400 employees.

• Offer Due Date: 31 March 2026, 09:00 AM Eastern Time.

• Quotes must be submitted electronically via email to Mr. Ryan Jorgensen (ryan.r.jorgensen.civ@health.mil) and Tonya Kreps (tonya.r.kreps.civ@health.mil).

• Quotes must be submitted in two separate volumes: Volume 1 - Technical and Volume 2 - Business.

• Technical volume is limited to 10 single-sided pages.

• Business volume must include all pricing data and relevant part/model numbers.

• Offerors must complete and submit SF 1449, including Blocks 17a, 30a, 30b, and 30c.

• Questions are due no later than 24 March 2026, 09:00 AM Eastern Time.

• Evaluation will be based on price and other factors, as detailed in an attached addendum.

• This acquisition is unrestricted.

• Offerors must comply with FAR 52.207-7, System for Award Management (SAM), ensuring all representations and certifications are completed and uploaded to their SAM record.

• The solicitation incorporates FAR clauses by reference, including 52.212-1 (Instructions to Offerors) and 52.212-2 (Evaluation Factors for Award).

• DFARS clauses are also incorporated by reference.

• Payment requests and receiving reports must be submitted electronically via Wide Area WorkFlow (WAWF).
