Quick Summary

The U.S. Army Corps of Engineers, Jacksonville District (SAJ), on behalf of the United States Navy, has issued a Request for Information (RFI) for Beneficial Use of Dredged Material (BUDM) for Salt Marsh Restoration at Naval Submarine Base (NSB) Kings Bay, Georgia. This RFI seeks industry feedback on reliable and efficient methods for placing approximately one million cubic yards of dredged material annually into surrounding salt marshes. Responses are due by June 12, 2026, at 3:00 PM EDT.

Purpose & Objectives

This RFI is for market research to identify industry capabilities for a multi-year effort aimed at restoring salt marshes around NSB Kings Bay. The dual objectives are to improve local hydrodynamics to reduce shoaling rates within the base and to achieve sustainability by preserving limited Dredged Material Management Area (DMMA) capacity, ensuring long-term coastal resiliency. The project anticipates annual placements for initial restoration, followed by recurring maintenance.

Information Requested

Interested firms are invited to submit a capability statement or technical white paper (limited to 15 pages) addressing:

  • Means and Methods: Specific technologies (e.g., thin-layer placement, spray dredging, hydraulic piping) for high-volume marsh restoration.
  • Equipment Availability: Specialized equipment capable of achieving the 1,000,000 cubic yard annual target (note: turbidity curtains are not allowed).
  • Production Rates: Estimated daily/monthly rates for proposed methods in a marsh environment.
  • Monitoring and Precision: How precise placement is ensured without smothering existing vegetation.
  • Logistical Constraints: Identification of potential challenges (e.g., pumping distances, tide cycles, environmental windows) and proposed mitigation strategies.
  • Past Experience: Summaries of similar BUDM or marsh restoration projects.
  • Design Requirements: Information needed from the Government for future accurate proposals.

Respondents must also include company information, point of contact, and small business classification (if applicable).

Technical & Operational Context

The project involves annual maintenance dredging to depths of 44-47 feet, often near sensitive waterfront structures. Dredged material (silty to sandy) will need to be transported up to 6.4 miles through two port security barriers. Operations will occur in a highly dynamic environment requiring flexibility for Naval vessel movements and adherence to stringent security requirements. The typical annual maintenance dredging timeframe is 300 days. Firms are recommended to review existing plans and specifications, including a Geotechnical Data Report and environmental restrictions, from a recent annual maintenance dredging event at NSB Kings Bay (NAICS 237990, Small Business Size Standard $37M). These reference documents provide insight into the operational environment and material characteristics.

Submission Requirements

Responses are due by June 12, 2026, at 3:00 PM EDT. Submissions should be emailed to Ms. Ruth Rodriguez (Ruth.C.Rodriguez@usace.army.mil) and Ms. Nicole Batista-Cruz (Nicole.M.Batista-Cruz@usace.army.mil). Proprietary and/or business confidential data should not be submitted. Firms must be registered in SAM.gov to be eligible for future awards.

Disclaimer

This is solely a Request for Information for market research purposes and does not constitute a solicitation. The Government will not award a contract based on this RFI, nor will it pay for information submitted.
