Statement of Work (SOW) / Performance Work Statement (PWS)

To provide grounds keeping services for the Bureau of Land Management (BLM) Buffalo Field Office and the BLM Buffalo Fire Annex, ensuring a well-manicured, neat, and professional appearance of the grounds.

• General Grounds Keeping: Includes lawn care and landscaping services at the BLM Buffalo Field Office (1425 Fort St.) and the BLM Fire Annex (377 S. Lucas St.) in Buffalo, Wyoming.

• Landscaping Services: Pruning and trimming of shrubs and trees to maintain natural growth, enhance health, and ensure visibility for traffic. Areas beneath shrubs and hedges must be kept free of vegetation and debris, which will be removed from the site.

• Shrubs and Trees: Annual spring services include trimming, removal of dead/diseased plants, and pesticide/herbicide application as needed. Ground cover and plants must be kept within bed borders. Tree care includes pruning, stump treatment, and chemical application.

• Flower Beds: Maintenance in May and October, including plant removal, raking, trimming, pruning, and weekly weed/grass control (manual removal only, no chemicals). Plants must be kept within bed borders.

• Lawn Care Services: Maintaining a well-manicured appearance. Hard surfaces must be cleaned after operations, and debris removed.

• Edging: Sidewalks, driveways, curbs, etc., to match surrounding grass height, including vegetation removal from joints and cracks.

• Trimming: Concurrent with mowing, around obstacles like trees, shrubs, buildings, fences, and poles.

• Mowing: Grass height to be maintained between 3 and 4 inches. Debris must be picked up before mowing. Mulching is preferred.

• Fertilizing: Applied at least three times annually (spring, mid-summer, fall). Contractor determines fertilizer type, subject to COR approval and SDS submission.

• Weed Control: Contractor to identify and use appropriate chemicals for control, referencing Appendix C for approved herbicides.

• Services must be performed to the standards in the contract and all federal, state, and local regulations.

• Quality Control: Contractor must maintain effective quality control to ensure compliance.

• Quality Assurance: Government will evaluate performance per the Quality Assurance Surveillance Plan (QASP), using Appendix D (snow/ice removal inspection sheet for services).

• Performance Standards Summary: Work within schedule (50% weight, 1 defect/month max) and grounds keeping quality (50% weight, 1 defect/month max).

• Period: 12 months from award, with four (4) 12-month option periods.
