On or about 17 November 2025, the Government intends to issue the Invitation for Bid (IFB) for “Big Bend Lower Brule North Ecosystem Restoration, Element 1 Phase 2, Lower Brule, SD”.  The IFB will close on or about 17 December 2025.  

This is a 100% Small Business Set-Aside.   

Site Visit:

A Site Visit will be scheduled and additional information regarding the site visit will be provided in the solicitation via FAR Clause 52.236-27.  

Project Description: 

The project is located along the left descending bank of Lake Sharpe upstream of the Lower Brule, SD town site. Lower Brule North Element 1 Phase 2 includes 100-foot-wide riparian planting bench, gravel maintenance path along the entire reach 3, stone-toe revetment to protect the shoreline from erosion, 2.12-acre peninsula protected from erosion by a 920-foot-long L-head dike that would be constructed offshore from the peninsula. The protected open water area between the L-Head and the peninsula will develop into a 3.75-acre emergent wetland and this will also create approximately 17 acres of riparian habitat. Related tasks include earth moving, grading, bank shaping, rock installation, water management, fill, and topsoil placement.

Completion Date:

The Contractor will be required to commence work upon receipt of contract award and complete the work 450 days after receipt of Notice to Proceed, this is subject to change after IFB issuance. 

Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. 

Performance and Payment Bonds will be required.

The estimated construction cost of this project is between $10,000,000 and $25,000,000
