Amendment 002 to the solicitation provides answers to additional questions from potential bidders.

This amendment (001) serves to provide answers to questions submitted by potential offerors regarding the solicitation.

• New Requirement: The government confirms this is a new requirement and not a continuation of a previous contract.
• Site Visit: Attendance at the April 29, 2026 site visit is not mandatory for submitting a quotation.
• Contract Value Disclosure: While current contract value may be disclosed in general, this specific location does not currently have an incumbent contract. Annual prices are considered line items and are not available for disclosure.

All other terms and conditions of the original solicitation remain unchanged. Offerors are reminded to return a signed copy of this amendment with their offer.

Statement of Work (SOW) / Performance Work Statement (PWS)

To secure janitorial and custodial services for approximately 6,200 square feet of a Forest Service building at the Big Piney Ranger Station, Bridger-Teton National Forest, Wyoming.

Services include cleaning floors, carpets, furniture and fixtures, walls, window blinds, lighting fixtures, trash removal, and replenishment of designated supplies.

Base Year: June 1, 2026 - May 31, 2027, with four (4) Option Years extending through May 31, 2031.

• Weekly: Empty and clean wastebaskets, vacuum carpets, remove stains, dust furniture and fixtures (excluding computer equipment), clean restrooms (including fixtures, mirrors, restocking supplies), clean common area walls, and clean drinking fountains.
• Monthly: Clean enclosed light fixtures, clean tiled areas and floors, clean office and public areas (including windowsills and animal mounts), and dust/disinfect equipment rooms.
• Semi-Annual: Clean all office windows and blinds (spring and fall).

Performance will be monitored via a Quality Assurance Surveillance Plan (QASP) which outlines performance standards and Acceptable Quality Levels (AQLs). The QASP details surveillance methods, documentation, and remedial actions for non-performance.

Contractor must provide all necessary cleaning supplies, spot removers, soaps, deodorant dispensers, and deodorant. Material Safety Data Sheets (MSDS) for all chemicals used must be provided to the COR. Contractor must also provide cleaning equipment, except for items listed as Government Furnished.

The Forest Service will provide paper towels, toilet paper, vacuum cleaner, and trash bags.

• Monthly Report documenting tasks and issues (due the 5th of each month).
• Monthly cumulative BPA Call Order Report (due the 10th of each month).
• Cleaning services are scheduled for two times per week after regular business hours. Specific cleaning days to be established during a pre-work call.

Contractor will be issued a key for access. Loss of the key will result in the contractor being billed for lock changes. Contractor is liable for loss or damage to Government-furnished property.

• Contractors must maintain records of course completion and provide them to the Contracting Officer or COR upon request.

Background Checks:

• Required for unescorted entry into federally controlled facilities, complying with Presidential Directive HSPD-12.
• Within ten calendar days of contract award or new employee selection, provide a complete list of employee information (name, address, SSN, DOB, work phone) to the COR in person (not via email).
• No contract price adjustment for obtaining LincPass or submitting background check information.
• Excessive personnel turnover is defined as more than 3 occurrences within a rolling 12-month period.
• Government covers no more than three background investigations per 12-month period; additional investigations are at contractor expense.
