Submission & Evaluation

Offerors must email quotes to keith_rose@ios.doi.gov. Required documents include a completed SF 1449, company information (including SAM.gov UEI), technical capabilities, up to three past performance references, and price quotes. Evaluation will consider Technical Experience, Capacity, Expertise, Technical Approach, Management Plan, Past Performance, and Price. Technical Capabilities & Past Performance combined are significantly more important than price. Offerors must be registered, active, and eligible in SAM.gov.

Special Requirements & Notes

  • Mandatory Site Visits: Scheduled for June 22nd and June 29th, 2026, from 10:00 AM to 2:00 PM. Attendance is required and will be part of the Technical Evaluation.
  • Wage Determination: Bidders must adhere to the U.S. Department of Labor Wage Determination (No. 2015-4341, Revision No. 34) for specified occupations in Virginia and North Carolina, including minimum wage rates and fringe benefits.
