BIL Air Traffic Control Towers Execution Strategy

Updates 7/19/2023: The FAA is continuing the planning process of the tower builds and will be finalizing the procurement approach in the near future. The approach may consist of utilizing the Basic Ordering Agreement (BOA), SB direct award, competition, and tiered evaluation. As a part of the planning process and an in effort to increase Small Disadvantage Businesses (SDB) participation, the FAA is conducting market research to determine all small and large business that are either in a JV/Mentor-Protégé or considering entering into one and plans to participate in the tower build procurement. Please provide written interest to the Contracting Officer to include name of companies that are entering into JVs/Mentor-Protégé and/or names of the JV/Mentor-Protégé company, SDB type, main point of contact. Responses are requested no later than August 2, 2024, at 1300 ET. Please note, telecommunication is not an accepted method of providing interest. Interest must be submitted in writing to the Contracting Officer at thuylinh.t.trannguyen@faa.gov.

Updates 6/20/23: The Industry Day slide deck as well as sign in sheet has been uploaded to this posting. Please refer to slides 33-35 for the market survey questions. Vendors are requested to provide responses to these questions as well as any additional questions or comments no later than June 30, 2023 by 1000 EDT. The link to the webinar recording and Questions and Answers RFI will be posted in this posting in the near future.

Updated 6/5/2023: The document titled, "BIL Towers Execution - Industry Day Visitor and Virtual Instructions", has been posted under the Attachments section of the posting. Please refer to the document for instructions to enter the facilities for participants that will be attending in person. The document also provides the Zoom link for virtual attendance. Attendees may participate in the virtual industry day without prior registration/approval.

Please join the FAA for an Industry day to explore opportunities to participate in air traffic control tower construction as prime vendors.  We look forward to interacting with vendors of all sizes, including small and small disadvantaged businesses, as there may be opportunities for a set-aside and mentor protégé arrangements, which also allows for joint ventures with large businesses.

This is announcement is a market survey to determine if there are any potential construction vendors interested in the Bipartisan Infrastructure Law (BIL) Funded – Air Traffic Control Tower Construction Execution Strategy. The Federal Aviation Administration (FAA) has a goal to construct thirty (30) air traffic control towers across the nation by 2030, also known as 30 by 30.

Reminder: The following is intended to apply to the resultant contract(s) for this work, in accordance with AMS clause 3.6.1-7, section (b) (3) General construction, “The prime contractor or a similarly situated entity must perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees”.  Additionally, the FAA is interested in expanding the vendor base for this work.  Given that, the FAA is also seeking feedback on interested Contractors that currently hold or could obtain an approved FAA Mentor – Protégé Agreement or an Small Business Administration (SBA) Mentor – Protégé Agreement with a Small Business Protégé, with the preference being with a Small Disadvantage Business (SDB) Protégé, and are capable of performing the construction identified within this announcement. 

Attached is the Market Survey Package for vendor's reference. Please respond via email ONLY stating interest in participating for this upcoming Industry Day and provide a capability statement. Please note, digital and remote air traffic control towers will not be considered for this requirement.  

The in person Industry Day is scheduled on June 13, 2023 at 0900 CDT. The FAA will host Industry Day at Dallas Fort Worth, TX Regional Office along with live streaming of the presentation and Q&A session. Vendors’ one-on-one discussions will be conducted after the live presentation and Q&A session. During the one-on-one, participants may present its capability statement to the Government team and present any additional questions or comments. Two additional offsite location located in Seattle, WA and Atlanta, GA Regional Office will stream the live presentation as well as conduct vendors’ one-on-one discussions. The address for each location are listed below. Virtual access will be provided for individuals that may not be able to participate in person at any of the three locations. Participants must submit written interested to Thuylinh.T.TranNguyen@faa.gov to receive a slot for the one-on-one as well as interest in attending the industry day no later than June 2, 2023 by 1400 CDT. Submission must include participants name’s, company, position, point of contact and location vendor will attend or virtual attendance.
