Scope of Work

This requirement involves comprehensive bilge cleanings and liquid removals. Key tasks include:

• Liquid Removals: Vacuuming up to 1900 gallons of bilge liquids (oil, fuel, contaminated liquids, 95% water) from one vessel. Disposal must comply with local laws and regulations.
• Bilge Cleaning: High-pressure cleaning of bilges with hot water and degreaser to remove all oil, grease, and surface contaminants from deck plates down, avoiding damage to electrical or engine components. Cleaning must adhere to Wisconsin environmental standards.
• "Gas Free" Condition: Bilges must be cleaned to "Gas Free" condition (Code B), requiring elimination of all volatile substances, liquids, solids, sludge, debris, and cleaning liquids, including detergent cleaning and wiping DRY. Some tanks may require bleaching. A Gas Free certificate is required.
• Initial Cleaning Dates: March 30, 2026 – April 1, 2026.

Contract Details

• Type: Firm Fixed Price Purchase Order, awarded as a result of this combined synopsis/solicitation (RFQ).
• Payment: No down or advanced payments. Payment will be made by Government Purchase Order (Net 30) via IPP (https://www.ipp.gov). Vendors must ensure they can secure funding until delivery and acceptance by the US Coast Guard. Invoices must include specific details and be submitted as non-PO invoices for SFLC Baltimore awards.
• FAR Clauses: Subject to various FAR clauses including 52.204-24, 52.204-26, 52.212-1, 52.212-3, 52.204-23, 52.204-25, 52.212-5, and 52.211-6.
• Wage Determination: U.S. Department of Labor Wage Determination (No. 2015-4265, Revision 32) for Maryland counties is provided, outlining occupational wage rates, fringe benefits, paid sick leave, and minimum wage requirements under the Service Contract Act. Bidders must ensure compliance.

Evaluation Criteria

Award will be made on a Best Value basis per FAR 13 (Simplified Acquisition Procedures), considering who meets all technical requirements, deadlines, and price. Past performance will be reviewed for "responsibility" per FAR 9.1.
