Key technical requirements for the kits, detailed in Attachment A, include:
- Assay Type: ELISA for detecting misfolded prion protein (PrP^res) in cervid tissues.
- Specimen Compatibility: Validated for retropharyngeal lymph nodes (RPLN) and obex tissues from white-tailed deer, mule deer, elk, and moose.
- Performance: Minimum diagnostic sensitivity ≥ 95%, specificity ≥ 98%, repeatability CV < 15%, and reproducibility CV < 20%.
- Kit Components: Must include all reagents for a 96-well plate, positive/negative controls, enzyme conjugate, substrate, wash buffer, stop solution, Instructions For Use (IFU), and lot-specific Certificate of Analysis.
- Logistics: Kits must have a minimum 6-month shelf life upon delivery, be stored at 2–8°C, and shipped in insulated containers. Temperature-controlled shipping is required.

Additional Notes
The BPA itself is not a contract; an enforceable contract exists only when the Government places a BPA Call order and the Contractor accepts it. The Government is not obligated to place BPA Call orders, and the Contractor is not obligated to accept them.
