This analysis supports target-of-interest identification, biological network characterization, and diagnostic/prognostic biomarker identification for the development of novel universal influenza vaccines.

This acquisition is being conducted under "Other than Full and Open Competition" based on the unique capabilities of Genedata Analyst and the need for project continuity. The statutory authority cited is 41 U.S.C. 253(c)(1) and FAR Part 6.302-1 (Only one responsible source).

• The previous contractor for this service was Genedata (USA), Inc.
• The VPES has accumulated over 100,000,000 gene expression data points from 8 years of studies, making continuity of analysis critical.

Notice of Intent (NOI) / Sole Source

This document is a Notice of Intent (NOI) to award a sole source, firm-fixed-price purchase order to Genedata (USA) Inc. for bioinformatics and statistics analytics software renewal. This is not a solicitation for competitive quotations. The National Institute of Allergy and Infectious Diseases (NIAID) intends to negotiate on an other-than-full-and-open-competition basis.

The NIAID, Viral Pathogenesis and Evolution Section (VPES) conducts research on respiratory viral pneumonia, including SARS-CoV-2 and influenza A, to develop control measures. Their work involves clinical virology, molecular characterization of viruses in animal models, and understanding viral disease through genomics, proteomics, computational modeling, and machine learning. They are developing novel universal vaccines for beta coronavirus and influenza.

• Contract Type: Firm-fixed-price

• Period of Performance: March 30, 2026 to March 29, 2027

• This is not a solicitation for competitive quotes. However, responsible sources that can provide the required services may submit a capability statement.
