• Required Quote Information:

  • Cover sheet/letter including CAGE number, Unique Entity Identifier (UEI), point of contact information, and statement of quote validity (at least 30 days).
  • Completed CLIN structure within SF1449.
  • Images of proposed products and technical capabilities.

• Evaluation Factors:

  • Technical Acceptability (based on understanding of requirements and ability to meet characteristics).
  • Pricing (evaluated for reasonableness and overall value).
  • Non-priced factors combined are approximately equal to price.

• Award Basis: Best value, using comparative evaluation. The government may award to a quote with a higher price if it provides greater overall value. Initial quotes are encouraged as the government may award without discussions.

• The acquisition is UNRESTRICTED.

• Vendors must have an active System for Award Management (SAM) account to be eligible for award.

• Vendors must have adequate financial resources and necessary production, construction, and technical equipment and facilities.

This document outlines the "Salient Characteristics" for a biometrics collection kit. It details the required features, hardware components, and software capabilities for the system.

• Biometric Capabilities: The kit must be lightweight, modular, and Android-based, capable of collecting fingerprint, face, and iris biometrics using a two-finger fingerprint sensor, single iris camera, and smartphone camera.
• Software Compatibility: The provided application must integrate with the Air Force Office of Special Investigations (AFOSI) database software for data analysis and dissemination.
• Hardware Components: Each kit must include a Pelican case, Samsung Galaxy S23 (or better), a sensor module with iris capture and fingerprint sensor components, an OPRTR.S23 phone case, Samsung fast charger, vehicle mount, international travel charger, microfiber cloth, and the Mobile Biometric Application.
• Software Features: The Mobile Biometric Application should support online collection, validation, and submission of biometric transactions, on-board matching (fingerprint, face, iris), mobile device management (MDM) via Samsung Knox™, submission/retrieval of responses from multiple agencies, and be on the FBI approved list for mobile identification. It must also support central management of settings, creation of EBTS compliant transactions, Wi-Fi/cellular submission, automatic transmission of disconnected collections, and syncing across devices. Facial identification software is also required.
• Support & Training: A full-service warranty, field-level training for up to 20 personnel (1-3 day course), integration services, a Service Desk portal, and 24/7 access for issue tracking and status updates are required.
