• Evaluation Factors:

  • Technical Acceptability: Assessed based on understanding of requirements and ability to meet salient characteristics. The government may award to the most advantageous technical approach, even if priced higher.
  • Pricing: Evaluated for reasonableness and overall value.
  • Relative Importance: Non-priced factors combined are approximately equal to price. The government may consider a higher price if it provides greater overall value.

• Evaluation Procedures: The government may evaluate quotes without discussions and may accept initial quotes if they represent the best value. Vendors are encouraged to submit their best terms with the initial quotation.

• Responsibility Assessment: The government may consider readily available information (e.g., recent similar orders, CPARS) to assess responsibility or performance risk.

• This acquisition is unrestricted.

• Vendors must have an active System for Award Management (SAM) account to be eligible for award.

• Questions/RFIs Due: Monday, 18 May 2026, 10:00 AM MT.

• Vendors must provide a cover sheet/letter with their quote, including CAGE number, UEI, point of contact information, estimated delivery date/lead time, and a statement that the quote is valid for at least 30 days.

• Vendors must fill in the CLIN structure within SF1449 and provide images of the proposed products and technical capabilities.

• The government may accept other than the lowest priced quote if it provides greater overall value.

• The government intends to make an award without conducting exchanges with vendors after the solicitation close, so vendors should provide their best available pricing initially.

Amendment / Modification

This amendment modifies Solicitation FA255026Q0017 dated 06 May 2026.

Key changes include:

• Extension of the Request for Information (RFI) due date by 6 calendar days. The new RFI due date is 18 May 2026 at 10:00 AM MT.

• Reduction of the quantity of kits from three (3) to two (2) for Line Item 0001.

• The RFI due date has been updated.

• The quantity for Line Item 0001 has been reduced.

• The deadline for submitting questions/RFIs has been extended to Monday, 18 May 2026, at 10:00 AM MT.

• The quantity of kits required has been reduced.

This document outlines the "Salient Characteristics" for a biometrics collection kit. It details the required features, hardware components, and software capabilities for a system intended for use by the Air Force Office of Special Investigations (AFOSI).

• Biometric Capabilities: The system must be lightweight, modular, and Android-based, capable of collecting fingerprint, face, and iris data.
• Software Compatibility: The provided application must integrate with AFOSI's database software for data analysis and dissemination.
• Hardware Components: Each kit must include specific items such as a Pelican case, Samsung Galaxy S23, sensor modules (iris, fingerprint, and associated cables), phone case, chargers, mount, cleaning cloth, and the Mobile Biometric Application.
• Operations & Maintenance (O&M): Includes software updates, patches, and general support.
• Software Features: The Mobile Biometric Application must support online product use, collect/validate/submit biometric transactions, perform on-board matching (fingerprint, face, iris), utilize Samsung Knox™ MDM, send/receive responses from multiple agencies, be FBI approved for mobile identification, and support EBTS compliant transactions. It must also handle disconnected environments and sync across devices.
