This document is a Sources Sought notice issued by the Indian Health Service (IHS), Phoenix Area Office, on behalf of Phoenix Indian Medical Center. The purpose is to identify potential contractors capable of providing specific medical equipment and related services. This is a market research tool to assist IHS in developing a future RFQ/RFP and determining the appropriate procurement strategy, including potential small business set-asides.

• Equipment:

  • 2 each - LabGard NU-540-400 Class II Type A2 BioSafety Cabinets (Item NU-540-400UB10)
  • 2 each - Motorized Adjustable Base Stand with Casters - 4 foot 115V (Item NU-500-172)

• Services:

  • 2 each - Initial Certification by Advanced Testing and Certification

• Freight: In Lab Delivery

• Condition: Procurement is for NEW Equipment ONLY; no remanufactured or "gray market" items.

• Authorization: Vendors must be an Original Equipment Manufacturer (OEM) authorized dealer, authorized distributor, or authorized reseller. Proof of authorization (e.g., distributor letter) is required.

• Warranty & Service: All equipment must be covered by the manufacturer's warranty, and warranty/service must be provided and maintained by the OEM.

• Payment: Payment will be made through IPP (Invoicing Processing Platform).

• Clauses: HHSAR 352.232-71 Electronic Submission of Invoice Payment Requests will apply.

• Subcontracting: Limitations outlined in FAR 52.219-3, 52.219-14, 52.219-27, 52.219-29, and/or 52.219-30, as appropriate.

• Response Required: Vendors must include a copy of the authorized distributor letter and reps and certs identifying the vendor as an Indian Small Business Economic Enterprise/Native American-owned small business.

• No Splitting: The government will not split the requirement. Quotes must include all aspects (equipment, services, options).

• Deadline: Responses are due no later than 5:00 PM EDT on June 8, 2026.

• Set-Aside: This opportunity is set aside for Native-owned Small business (ISBEE - Indian Small Business Economic Enterprise).

• This is NOT a Request for Proposal (RFP).

• Responses will help determine if a small business set-aside is possible or if full and open competitive procedures should be used.
