Statement of Work (SOW) / Performance Work Statement (PWS)

• Basic Services: Removal of wet and dry solids from the Wastewater Treatment Plant, and cleaning/pumping of oil/water separators, grease traps, sand traps, cesspools, and septic/holding tanks located at USAFA, Farish Recreation area, and Bullseye Auxiliary Field.

• Specific Tasks:

  • Pumping and cleaning of oil/water separators and sand traps, including hazardous material testing and reporting.
  • Pumping and cleaning of grease traps, including specific servicing for Mitchell Hall and annual cleaning for Mitchell Hall and Airman's Dining Grease Traps.
  • Removal of contents from septic/holding tanks and disposal at approved off-base facilities.
  • Pumping of treated wet bio-solids from the Wastewater Treatment Plant on a weekly basis (mission critical).
  • Removal of dried bio-solids from the Wastewater Treatment Plant once every other year.

• Service Delivery: Includes scheduled maintenance, monthly service scheduling, emergency service calls, and reporting requirements (monthly narrative reports and waste manifests).

• Scheduled Maintenance: No more than one valid customer complaint per month; deficiencies corrected within 24 hours.

• Monthly Service Schedule: Submitted 30 days prior to the 1st of each month.

• Emergency & Unscheduled Service: On-site response within 12 hours of government notification.

• WWTP Bio-Solids Removal: 100% of requested pumping completed within the timeframe coordinated with the COR.

• Reporting & Manifests: 100% accurate and timely submission by specified deadlines.

Services are to be performed at the United States Air Force Academy (USAFA) and associated locations (Farish Recreation area, Bullseye Auxiliary Field).

• Compliance with federal, state, and local regulations (e.g., RCRA, Clean Water Act, OSHA).
• Contractor personnel must be certified for maintenance of oil/water separators, grease traps, and septic tanks, and possess Vacuum Truck Technician Training.
• Development and submission of a Spill Prevention and Response Plan.
• Testing of oil/water separators/sand traps every three years.
• Adherence to safety and health standards, including confined space entry and hazardous substance handling.
• Security requirements for access to USAFA installations.
• Performance of services during crisis situations is considered essential.
• Quality Control program development and submission.
• Government furnished services include police and fire protection; ambulance service available on a cost reimbursement basis for medical emergencies.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial services to procure Bio Solid Pumping Services for the United States Air Force Academy (USAFA) and Farish Recreation area. The government is seeking to award a firm fixed-price contract.

• Provide all management, tools, supplies, equipment, and labor necessary to remove wet and dry solids from the Wastewater Treatment Plant.

• Clean and pump oil/water separators, grease traps, sand traps, cesspools, and septic/holding tanks.

• Work must comply with government and commercial standards.

• Contract Type: Firm Fixed-Price

• Period of Performance: Base year with four one-year option periods.

• Quotes must be submitted electronically via PIEE (https://piee.eb.mil/).

• Maximum submission length: 15 pages.

• Quotes must comply with FAR 52.212-1 and its addenda.

• Evaluation will be based on Price, Technical, and Past Performance.

• The government will evaluate offers to determine the best value.

• RFQ due date: 10 March 2026, 10:00 AM MDT.

• Questions/RFIs due date: 3 March 2026, 10:00 AM MDT.

• This acquisition is a 100% set-aside for small businesses.

• All responsible small businesses may submit a quote.

• Vendors must be registered in the System for Award Management (SAM.gov).

• The government reserves the right to cancel this solicitation or not award the contract.

• No contract financing will be provided.

• Vendors must clearly identify any exceptions to solicitation terms and conditions.
