Quick Summary
This document is a Justification for Other Than Full and Open Competition by the Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE), for the sole-source procurement of services for the Biometric Identification Transnational Migration Alert Program (BITMAP). The services include Amazon web hosting, mobile device management (MDM) licenses, and labor in support of the proprietary Ares suite of services. The incumbent contractor is Parsons.
Purpose & Scope
The U.S. Immigration and Customs Enforcement (ICE) Office of Acquisition Management intends to procure essential services for the BITMAP program. These services encompass Amazon web hosting, mobile device management licenses, and specialized labor to maintain and operate the Ares suite of services. The period of performance for these support services is for three months in Q2 2026, funded by Fiscal Year 2026 program funds. The place of performance is Washington, DC.
Contract Details
- Contract Type: Firm Fixed Price Contract
- Period of Performance: Q2 2026 Support Services (3 months)
- Previous Contract: Services were previously awarded under contract 70CMSD26P00000021, which concludes on March 31, 2026.
- Incumbent Contractor: Parsons, located at 5857 Trinity Pkwy #300, Centerville, VA 20120.
Justification for Sole Source
The statutory authority for this sole-source procurement is 41 U.S.C. §3304(a), as implemented by FAR 6.103-1, citing "Only one responsible source and no other supplies or services will satisfy agency requirements." The rationale includes:
- The Ares suite of services is proprietary to Parsons, developed over several years.
- Parsons has been a long-term supplier for the BITMAP program, providing consistent support and competitive pricing.
- Replicating the current ecosystem would require at least two years and several million dollars.
- Transitioning to another contractor would necessitate significant development, testing, and deployment, which would impact current operational capabilities.
- Market research, including internet searches and trade shows, did not identify any other contractors capable of meeting the requirements without substantial delay and cost.
Efforts to Promote Competition
Homeland Security Investigations (HSI) BITMAP is actively seeking more cost-effective solutions and aims to overcome barriers to competition in future acquisitions.
