Quick Summary

The U.S. Department of Agriculture, Forest Service, specifically the Black Hills National Forest, has issued a Sources Sought Notice to identify Service-Disabled Veteran-Owned Small Businesses (SDVOSB) capable of providing Forestry Tree Planting Reforestation Services. This notice is for market research and planning purposes only; it is not a Request for Quotation (RFQ) and does not guarantee a future contract award. Responses will inform potential future solicitations. Information is due by January 30, 2026, at 5:00 PM Eastern Time.

Scope of Work

The anticipated work involves tree planting and seedling protection services across the Black Hills National Forest (Hell Canyon and Bearlodge Ranger Districts) and the Nebraska National Forest (Pine Ridge Ranger District). Key tasks include:

  • Planting tree seedlings in designated units.
  • Installing seedling protectors (Vexar Tubing) concurrently with planting on the Black Hills NF.
  • Grubbing (cutting/removing vegetation) within an 18-inch radius of planted seedlings on the Black Hills NF, Bearlodge RD (up to 80 acres). The contractor will be responsible for providing all necessary equipment, supplies, transportation, and labor, with the Government furnishing tree seedlings and Vexar tubing.

Period & Place of Performance

Performance is expected to commence in March 2026 and conclude by May 2026, contingent on tree arrival, site conditions, weather, and contract award. Work will occur in the specified districts of the Black Hills National Forest and Nebraska National Forest.

Performance Standards

Quality Assurance (QA) will be conducted by the Government, with contractors required to perform self-inspection for quality control. Work acceptance is based on final inspection by the Contracting Officer's Representative (COR). Specific quality standards and acceptable quality levels (AQL) are detailed for tasks such as seedling care, handling, spacing, spot preparation, planting, and protector installation.
