Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) establishes a Blanket Purchase Agreement (BPA) for the supply of compressed and bulk medical grade gas and products, laboratory and specialty gases and products, gas-related equipment, and various gas supply modes and services, including dry ice pellets. The requirement is for the Walter Reed Army Institute of Research (WRAIR) and other Department of Defense (DoD) medical community laboratories to support their analysis and research missions.

• Supply of compressed and bulk medical grade gas and gas products, laboratory and specialty gases and products, and gas-related equipment.

• Provision of various gas supply modes and services.

• Delivery of dry ice pellets.

• Use of customer-leased and/or government-owned cylinders.

• All gas must be delivered in cylinders that are hydrostatically tested and meet regulatory requirements.

• Dry ice must be delivered at the pre-scheduled time and quantity.

• Period of Performance: Five years, beginning June 18, 2026, through June 17, 2031.

• Delivery Location: WRAIR Main campus, 503 Robert Grant Avenue, Silver Spring, MD 20910 at Forest Glen Annex. Specific delivery locations will be annotated on each order.

• Work Schedule: Deliveries are to be made during normal working hours, Monday through Friday (0730-1530), excluding Federal Holidays.

• Monitoring and Filling of Tanks: Provide telemetry access for one 14-ton CO2 tank, two 6000-gallon liquid nitrogen tanks, and one 1,000-liter liquid nitrogen microbulk tank. Tanks must be monitored to ensure they do not fall below 20% capacity between deliveries.

• Delivery of Dry Ice: Ability to provide up to 1200 pounds of dry ice monthly, delivered in containers that maintain appropriate quality.

• Pickup and Delivery of Cylinders: Provide on-site pickup and delivery of medical gas cylinders, including unloading and disposing of empty containers.

• Maintenance and System Calibration/Support Services: Perform preventative maintenance services as per OEM recommendations, supply necessary parts, and provide service reports.

• Maintenance of a safe workplace and compliance with occupational health and safety rules.

• Invoices must be submitted via WAWF within five days of service or delivery.

• Only DHACA Contracting Officer and Government Purchase Card (GPC) Ordering Officers are authorized buyers.

• Access to Government Facilities requires compliance with adjudication standards and background checks.

• Contractor employees with security clearances must receive annual Insider Threat Awareness training.

Solicitation / RFP / RFQ

This document is a combined synopsis/solicitation (Request for Quote - RFQ) for a Blanket Purchase Agreement (BPA) to provide medical gas, dry ice products, and associated services. The Requiring Activity is the Walter Reed Army Institute of Research (WRAIR), and the Contracting Office is the Defense Health Agency Contracting Activity (DHACA).

• Provision of a variety of compressed and bulk medical grade gas, laboratory and specialty gases, gas-related equipment, supply, and services.

• Provision of dry ice pellets.

• Support for customer-leased and/or government-owned cylinders.

• Deliveries to multiple specified locations within the Continental United States (CONUS) on a Free-on-Board (FOB) Destination basis.

• Contract Type: Firm Fixed Price (FFP) BPA.

• Ordering Period: Five (5) years, beginning 17 June 2026 through 16 June 2031.

• Estimated Total Value: Not to exceed $1,783,595.46 for the entire BPA.

• Individual Call Order Limit: $350,000.00.

• Government Purchase Card (GPC) Call Order Limit: $15,000.00.

  • Factor 1: Technical Acceptability (demonstrated ability to meet requirements, including bulk tank monitoring, delivery timeliness, accurate invoicing, cylinder identification, hydrostatic testing, and ISO compliance).
  • Factor 2: Past Performance (record of relevant and recent past performance).

• Proposals are to be submitted electronically in two parts: Non-Price Quote/Offer (MS Word or searchable PDF) and Price Quote (MS Word or Excel).

• This acquisition is unrestricted (not set-aside for small business concerns).

• The resulting BPA will be firm-fixed-price.
