Statement of Work (SOW)

This Statement of Work (SOW) establishes a Blanket Purchase Agreement (BPA) for the supply of compressed and bulk medical grade gas and gas products, laboratory and specialty gases and products, gas-related equipment, and various gas supply modes and services, including dry ice pellets. The requirement is for the Walter Reed Army Institute of Research (WRAIR) and other Department of Defense (DoD) medical community laboratories to support their analysis and research missions.

• Supply of compressed and bulk medical grade gas and gas products, laboratory and specialty gases and products, gas-related equipment, and various gas supply modes and services, and dry ice pellets.

• Delivery of all gas in cylinders that are hydrostatic tested and meet regulatory requirements.

• Delivery of dry ice at the pre-scheduled time and quantity.

• Monitoring and filling of tanks for CO2 and liquid nitrogen, ensuring levels do not fall below 20% capacity.

• Delivery of up to 1200 pounds of dry ice monthly.

• On-site pickup and delivery of medical gas cylinders, including unloading and disposal of empty containers.

• Maintenance and system calibration/support services for equipment.

• Provision of telemetry access to view tank levels and notification of refill points.

• Ordering period: Five years, beginning June 18, 2026, through June 17, 2031.

• Delivery locations: Primarily WRAIR Main campus at 503 Robert Grant Avenue, Silver Spring, MD 20910, and Forest Glen Annex. Specific delivery locations will be annotated on each order.

• Deliveries during normal working hours, Monday through Friday (0730-1530), excluding Federal Holidays.

• Emergency deliveries required within 24 hours of Government request.

• Tanks must not fall below 20% capacity between deliveries.

• Dry ice must be delivered in a container that maintains appropriate quality and meets HACCP, ISO 9001, and FDA requirements.

• Cylinders must be hydrostatically tested every ten years and DOT-3AL marked CO2 cylinders every five years.

• Maintenance services must follow Original Equipment Manufacturer (OEM) suggested intervals.

• Service representatives must be factory trained with a minimum of two years of experience.

• Calibration of systems must be completed within five days of work completion.

• Proof of delivery documentation required, including supplier name, BPA number, date of request, request number, itemized list of supplies, quantity, unit price, discounts, USP-grade cylinder documentation, itemized list of items picked up, and date of shipment.

• Compliance with all Federal, DoD, DOT, OSHA, DHA, and USAMRDC laws, regulations, policies, and procedures.

• Compliance with PII and PHI regulations, including HIPAA.

• Submission of invoices via Wide Area Work Flow (WAWF).

• Contractor employees require background checks for access to government facilities.

• Threat Awareness Reporting Program (TARP) training required for employees with security clearances.

The BPA will support the Defense Health Agency (DHA) and US Army Medical Research Development Command (USAMRDC) and other research laboratories supported by DHACA R&D.
