• General Requirements: Thorough cleaning of residences, managing at least three residences per day, reporting damages or maintenance issues.
• Specific Cleaning Tasks: Detailed instructions for cleaning trash, windows and frames, curtains, blinds, ceiling fans, lamps, floors, baseboards, carpets, tiles, parquet, telephones, outlets, washers, dryers, refrigerators, radiators, fans, fireplaces, staircases, soft furniture, wooden furniture, doors, cobwebs, and exterior areas (terraces, driveways, paths, doors, car-ports, sheds, patio furniture).
• Room-Specific Cleaning: Detailed requirements for bathrooms/restrooms (sinks, tubs, showers, fixtures, mirrors, cabinets, toilets) and kitchens (food removal, cabinets, countertops, appliances, range hoods, cookers, ovens, dishwashers, refrigerators, microwaves).
• Post-Cleaning Procedures: Instructions for furniture arrangement, cushion placement, welcome kit placement, vacuum cleaner/ironing board storage, reconnecting electrical equipment, and securing the unit.

This document is crucial for potential bidders as it defines the exact scope of work, quality standards, and specific tasks required for residential cleaning. Bidders must review these requirements to determine their capability to meet the standards, estimate costs, and prepare a compliant proposal. It details the expected condition of properties after cleaning services are rendered.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Blanket Purchase Agreement (BPA) aims to procure janitorial services for U.S. Embassy Brussels' owned or managed real property, primarily apartments and residences in the Brussels area.

• Provide managerial, administrative, and labor personnel for cleaning services.

• Execute individual orders with a minimum of two working days' advance notice.

• Complete cleaning services for each apartment or residence within one working day.

• Services include:

  • Cleaning of all floor areas, ensuring they are free of dust, mud, sand, footprints, liquid spills, and other debris. Moveable items are to be cleaned under and replaced.
  • Dusting and cleaning all furniture, including desks, chairs, couches, cabinets, telephones, lamps, appliances, etc.
  • Vacuuming all rugs and carpets; shampooing may be requested.
  • Thorough cleaning of bathrooms, including toilets, mirrors, vanities, tiled surfaces, and showers.
  • Surface cleaning of kitchenette sinks, appliances, and cabinets; thorough cleaning of ovens, microwaves, and refrigerators (in- and outside).
  • Removing grease marks and fingerprints from walls, doors, frames, radiators, baseboards, windows, and window frames.
  • Removing all recyclable and regular trash.
  • Polishing brass and stainless-steel surfaces.
  • Wiping window blinds.
  • Cleaning balconies and terraces.
  • Cleaning parquet floors.
  • Cleaning chandeliers and light fixtures.
  • Cleaning in- and outside windows and window frames.
  • Cleaning and emptying garages and removing debris.
  • Sweeping walkways and driveways.
  • Cleaning shutters (if required).
  • Steam cleaning of furniture (if requested).

• Period of Performance: 2-year agreement

• Start Date: February 01, 2026

• End Date: January 31, 2028

• Location: Primarily Brussels area, Belgium.

• The contractor must provide all necessary cleaning supplies and equipment. No materials will be furnished by the USG.

• The contractor is responsible for the proper execution, supervision, and safety of all work, including employee and subcontractor actions.

• Maintain adequate insurance coverage for liability.

• Maintain safe work environments and comply with occupational health, safety, and security regulations.

• Promptly correct any deficiencies identified by the Contracting Officer.

• Estimated total value of the BPA: € 33,000.00 ($38,686.99).

• Maximum value per individual order: € 3,000.00 ($3,508.77).

• The BPA does not guarantee any quantity of business.
