Scope of Work

Contract Details
Multiple BPAs will be established, each with a validity period of two years, from May 15, 2026, to May 14, 2028. All BPA Calls will be issued in EUR. Individual calls shall not exceed the Simplified Acquisition Threshold, and the aggregate BPA Call limitation is 100,000 EUR. The total BPA value may not exceed $40,000 until the vendor is fully registered in SAM. Pricing will be based on applicable rates obtained at the beginning of each 12-month period. VAT is exempt for this contract.
Submission & Evaluation
Proposals must be submitted electronically to Brusselsbids@state.gov by 14:00 hours Central European Time (CET) on May 13, 2026. The email subject line must be "Proposal 19BE2026Q0066", and the email size should not exceed 45 MB. Evaluation will follow a comparative approach to determine the best overall value, considering Technical Capability, Past Performance and Experience, and Price. The Government may award to the lowest-priced offer if it represents the best overall value, and awards may be made without discussions.
Eligibility & Notes
It is compulsory for all companies doing business with the U.S. Government valued over $40,000 to register on SAM.gov. An NCAGE code is required for SAM registration. Interested parties are strongly encouraged to register their business as soon as possible to avoid delays. This opportunity has no specific set-aside designation, but general FAR clauses related to small business concerns are incorporated by reference.
