Solicitation / RFP / RFQ

This solicitation (N6264926Q0226) is for the procurement of one (1) Blast Machine with Skid Mounts. The equipment is intended for onboard and in-shop sandblasting work to remove rust and paint at the X-71 Paint Shop, Bldg. 2078, Ship Repair Facility and Japan Regional Maintenance Center (SRF-JRMC), US Naval Base Yokosuka.

• One (1) blast machine with skid mounts.

• Equipment must be a current production model.

• Total weight (excluding blasting media) not to exceed 4,365lbs (1,980kg).

• Blasting media capacity must be a minimum of 950 liters.

• Must be a dry blast system with a maximum working pressure of 0.76MPa.

• Includes specific requirements for valves, external dimensions, pressure vessel inspection, operating panel, air filter, regulator, electrical components (waterproof, IP54), non-resettable hour meter, and applicable blasting media (Garnet grid, Copper grid).

• Accessories required include a bracket for the hopper, forklift claw provisions, quick connection for blast valve and hose, air filter and regulator, a 20m extension remote control cable, and three (3) button pendant switches.

• Equipment must be usable on 100VAC, 50Hz or 60Hz, single-phase power supply and 0.69MPa compressed air.

• All exposed ferrous parts must be corrosion-resistant painted.

• Hollow spaces must be drainable.

• Lid for chute opening must be removable and not fall into the opening.

• Government-owned hopper will be mounted on the blast equipment.

• Four (4) lifting padeyes with a Safety Working Load (SWL) of at least 50% of the total weight.

• All documentation (manuals, labels, stickers) must be in Japanese or English, or both.

• Contract type is implied to be Firm Fixed Price (as indicated on page 3).

• Delivery is required by December 31, 2026.

• Quotations must be submitted electronically via email to yukako.hishikura.ln@us.navy.mil.

• Quotes are due by April 8, 2026, 10:00 AM local time.

• Submissions must be on an "All or NONE" basis; partial or incomplete quotations are ineligible.

• E-mails exceeding 10MB may not be received.

• Quoters must confirm receipt of their proposal.

• Required submissions include a price proposal and a brochure/catalog of the quoted item.

• Clarification requests must be submitted in writing via email by March 25, 2026, 1500pm Japan Standard Time.

• Evaluation will be based on technical capability and price, with a note that past performance may be considered.

• This acquisition is UNRESTRICTED.

• Solicitation is intended only for sources duly authorized to operate and do business in Japan, as prescribed by DFARS 252.225-7042. Prime Contractors outside of Japan must submit documentation demonstrating compliance.

• The North American Industry Classification Standard (NAICS) code is 811310 with a size standard of $19 million.

• All documents shall be written in English or have English translation.
