Statement of Work (SOW) / Performance Work Statement (PWS)

To implement a long-term measure to stop water infiltration into the interior of Building 31B, specifically at the B4 level Fitness Center area, by removing and replacing existing roofing and waterproofing on the below-grade structure, walls, and foundation, and installing new subsurface and surface drainage systems.

• Demolition and modification of the existing below-grade construction (roof, wall, foundation) of the Fitness Center area.

• Replacement with new waterproofing and exterior envelope treatment, including insulation and air-water barrier.

• Work related to existing and new drainage utility systems.

• Tree removal.

• Exterior stair and masonry work at retaining wall reconstruction.

• All work must be in full conformance with the provided construction documents (stamped and signed permit drawings and specifications).

• To be completed within three hundred (300) workdays from the Notice to Proceed date.

• Contractor must provide a schedule recovery plan if delays occur that are not the fault of the Government.

• Contractor shall provide all material, labor, equipment, and supervision.

• Compliance with general requirements including safety, NIH security, and environmental regulations.

• Specific requirements for construction documents, scheduling, meetings (pre-construction kickoff, progress), photographic documentation, utility shutdowns, flood mitigation, RFIs, construction administration, quality management, waste management, BIM/CADD, and submittals.

• Asset tagging and labeling for new or replacement assets.

• Project close-out procedures including punch lists, redline drawings, O&M manuals, video training, attic stock, warranties, and approved submittals.

• Potable water system testing.

• Compliance with fire safety regulations and construction/demolition waste requirements.

• Directional signage replacement/update.

• Site impact review and coordination.

• Adherence to building codes and federal regulations.

• Daily sign-in/sign-out sheets are required.

• Compliance with OSHA, NIH safety requirements (DOHS website), and NIH security requirements (badging, after-hours access).

• Adherence to specific work hours for noisy activities.

• Project management by a qualified and experienced Project Manager.

• Development and adherence to a detailed construction schedule, including bi-weekly progress meetings.

• Coordination with various NIH teams including Construction Administration, Commissioning Agent, and Locksmith Department.

• Compliance with Construction and Demolition Waste Contract Requirements.

• Price will be evaluated for total price, reasonableness, realism, and balance.
