Statement of Work (SOW)

To replace the existing 40-ton air-cooled chiller and air handling unit (AHU) in Building 42 at McConnell AFB, Wichita, Kansas, restoring optimal environmental controls.

• Dismantle, remove, and dispose of the existing 40-ton chiller, refrigerant, and AHU.

• Furnish, install, and commission a new, matching 40-ton Trane chiller and AHU.

• Utilize 134A refrigerant or equivalent.

• Ensure new units are properly grounded.

• Update the Direct Digital Control (DDC) system to be compatible with the new chiller.

• The contractor is responsible for expanding concrete pads if the new unit dimensions differ from the existing one.

• Electrical work includes ensuring panels and breakers meet new chiller standards (current power is 460V with 500 kcmil conductors).

• New units will utilize existing electrical connections and voltage.

• Equipment specifications include a Trane air-cooled chiller (40-ton capacity, high efficiency scroll/rotary compressor, factory-mounted controls compatible with building automation systems) and a matched Trane AHU (40-ton capacity, VFDs for fans, modular design for existing footprint).

• All work must comply with federal, state, local codes, and widely accepted industry standards (e.g., AIA, ACI, NEC, NFPA, OSHA, ASHRAE).

• Materials must conform to specifications, applicable codes, and manufacturer recommendations.

• Hazardous materials must be properly identified, managed, and tracked, requiring a Certificate of Compliance and Safety Data Sheets (SDS) prior to award.

• Compliance with McConnell AFB Hazardous Materials Management Program (HMMP) is required.

• Location: Building 42, McConnell AFB, Wichita, Kansas.

• Arrangements for base access must be made with CE Operations.

• Site inspection is mandatory; bidders acknowledge existing conditions at bid opening.

• Base access will be granted for project completion; other areas are off-limits.

• Contractor is responsible for all safety compliance (OSHA, AFOSH).

• Contractor must provide clean-up and debris removal to an approved off-base location, submitting receiving tickets.

• No government resources will be provided unless explicitly stated in the SOW.

• Coordination with local utilities and "Call Before You Dig" procedures are required for excavations.

• Confined space entry requires a permit process involving the Base Engineers Office and KANG Confined Space Supervisor.

• Federal Acquisition Regulation (FAR) clauses related to Hazardous Material Identification, Pollution Prevention, Radioactive Materials, and Environmental Management Systems are incorporated.
