• Waste Management: Detailed requirements for solid waste, hazardous waste, universal waste, and electronics waste, including waste determination, minimization, segregation, and disposal.

• Stormwater Management: Requirements for preventing stormwater pollution, including the development and implementation of a Stormwater Pollution Prevention Plan (SWPPP) and adherence to EPA general permits.

• Erosion and Sediment Control: Measures to prevent soil erosion and sediment runoff.

• Air Quality Control: Compliance with air pollution standards, including dust control, emissions from equipment, and management of refrigerants.

• Pest Management: Integrated pest management strategies and pesticide application protocols.

• Specific Waste Streams: Management of asbestos-containing materials (ACM), lead-based paint (LBP), polychlorinated biphenyls (PCBs), lighting ballasts, military munitions, and petroleum, oil, and lubricant (POL) products.

• Compliance with all referenced federal, state, and local laws and regulations.

• Adherence to the MHAFB Integrated Natural Resources Management Plan (INRMP).

• Successful implementation of the Environmental Protection Plan (EPP) and associated submittals (e.g., SWPPP, waste management plans).

• Prevention of environmental pollution and damage, with any necessary corrective actions taken at the contractor's expense.

• Maintaining an Environmental Records Binder with all required documentation.

The requirements apply throughout the life of the contract for all construction activities conducted within the project boundaries at Mountain Home Air Force Base (MHAFB).

• Environmental Manager: Appointment of a qualified Environmental Manager responsible for coordinating contractor compliance.
• Submittals: Numerous submittals are required, including an Environmental Protection Plan (EPP), Stormwater Pollution Prevention Plan (SWPPP), waste management reports, hazardous material inventory logs, and employee training records.
• Training: Employees must receive training on environmental protection, hazardous waste management, and specific regulatory requirements.
• Notifications: Prompt notification to the Contracting Officer is required for spills, discovery of unexpected hazardous materials, and other environmental incidents.
• Permits: Obtaining all necessary permits prior to commencing work is mandatory.

Statement of Work (SOW)

This Statement of Work (SOW) outlines the requirements for design-build construction services to replace the existing chiller and install a buffer tank at Building 840, Mountain Home Air Force Base (MHAFB), Idaho.

• Replace the existing 90-ton Trane chiller with a new 90-ton Daikin chiller (or equivalent) that uses R-32 refrigerant and has capacity control.

• Install a new 500-gallon carbon steel buffer tank with a new concrete pad.

• Remove and dispose of the existing chiller and associated piping and materials in accordance with environmental regulations.

• Install new piping, valves, strainers, flow switches, and instrumentation for the chiller and buffer tank.

• Provide and install all necessary power and control wiring, including integration with the Building Automation System (BAS).

• Ensure all work adheres to current standards set forth by UFC, IBC, IMC, IPC, IECC, NEC, NFPA, ICC, AFETL, AFI, and other applicable standards.

• The period of performance is 90 calendar days from the Notice to Proceed (NTP).

• Contractor shall minimize interruption to building operations.

• All work must be performed in a professional manner.

• The project is located at Building 840, Mountain Home AFB, Idaho.

• Contractor must verify site conditions and obtain all required permits.

• Follow the base Environmental Protection Plan for hazardous materials.

• Recyclable materials may be taken to the base recycle center; otherwise, dispose of off-base.

• Remove refrigerant from existing equipment and dispose of properly; only "Virgin" refrigerant is allowed for the new system.

• Contractor shall provide two copies of operation and maintenance manuals and conduct on-site system training.

• A one (1) year warranty is required from the date of final acceptance of the work.

• Adhere to specific base access, security, and site maintenance requirements outlined in the document.
