Opportunity Details
This Sources Sought notice is for information planning purposes only and does not constitute a Request for Proposal (RFP). The Government is seeking to identify parties with the resources and interest to perform the specified electrical work. A Cybersecurity Maturity Model Certification (CMMC) Level X (to be determined per requirement) is anticipated to be required for any future award, and offerors' CMMC levels will be checked in the Supplier Performance Risk System (SPRS).
Scope of Work
The project requires the contractor to provide labor, materials, and equipment for:
- Relocating existing metering and additional electrical equipment.
- Reconfiguring breakers in existing switchgear.
- Installing one (1) new 1,200A switchgear and two (2) new 600A panels.
- Installing new conduit and wiring to re-feed existing and new electrical panels.
- Installing a new 200A 3 phase 480V receptacle.
- Restoring surrounding walls or structural surfaces affected by the work.
- Providing Operations and Maintenance (O&M) Manuals, product data, manufacturer’s manuals, warranty, specifications, field test results, wiring diagrams, and as-built prints.
Key Requirements & Performance Standards
- All work must be coordinated through the Contracting Officer’s Representative (COR).
- Submittals (Product/Material, Construction Schedule, Proposed equipment specifications) require Government review and acceptance, with a minimum of ten (10) working days for review.
- All materials and products must be new, manufactured, and assembled in the United States.
- Installation must be performed by trained technicians with a minimum of five (5) years’ experience or journeyman certification, adhering to manufacturer’s specifications and applicable industry standards, safety procedures, laws, regulations, and codes (e.g., UFGS, UFC, IBC, IMC, IPC, NEC, NESC, NFPA).
- Contractor is responsible for quality control, inspections, tests, and verifying site conditions.
- Special requirements include a preconstruction meeting, limited access to Building 5945 for cleared personnel, a mandatory Safety and Security Brief, adherence to Operations Security (OPSEC), and strict prohibitions on Portable Electronic Devices (PEDs) and photography inside NUWC Keyport Buildings.
Submission Requirements
Interested parties must complete the attached "Questionnaire for Industry" word document and return it via email to john.p.gathu.mil@us.navy.mil by May 4, 2026, at 8:00 PM ET. The questionnaire requests vendor information, CMMC 2.0 status, capability confirmation, recommended NAICS/FSC/PSC codes, small business status, estimated costs, and intent to propose.
