Statement of Work (SOW) / Performance Work Statement (PWS)

This project aims to repair and consolidate office space within Building 104 at the US Army Garrison (USAG) Rock Island Arsenal (RIA) to improve efficiency and space utilization for Garrison departments on the first floor.

• Base Bid: Demolition, minor abatement, disposal, and repair of approximately 13,290 square feet on the first floor and a partial basement.

• Specific Tasks Include:

  • Construction of new open offices, private offices, and conference rooms.
  • Repair of existing walls, metal, wood, and storefront doors.
  • Repair of approximately 9,510 square feet of reflected ceiling tiles.
  • Repair of first-floor light fixtures and casework for break and nursing rooms.
  • Installation of new window coverings (92 blinds) and storefront windows.
  • Installation of (6) 75” TV monitors displays and (1) through-wall storage depository safe.
  • Painting of new and existing walls.
  • Relocation and storage of existing furniture.
  • Repair of four historical stairwells in the basement and first floor northeast entry.
  • Installation of multiple drinking fountains.
  • Revisions to HVAC ductwork and hot water heating systems.
  • Revisions and extensions to power, data/comm, and access control systems.
  • Replacement of all first-floor lighting.

• Special Services/Requirements:

  • Contractor must provide all labor, materials, supervision, and equipment.
  • Submittal of samples required 14 workdays prior to commencement.
  • Minimization of disruption to building occupants is critical, as large portions of the building will remain occupied.
  • Accurate measurement of existing site conditions is required.
  • Proper handling and disposal of known asbestos and lead-containing materials is mandatory, including IEPA notification.
  • Work on the hot water heating system cannot occur during heating months (typically October through March).

• The Base Bid completion date is 120 workdays after notice to proceed.

• Work hours are Monday-Friday, 0600-1700, excluding Federal holidays, though deviations may be approved.

• Compliance with specific safety requirements (EM 385-1-1, NFPA 241) and environmental regulations is mandatory.

• Project Location: Building 104, US Army Garrison, Rock Island Arsenal (RIA), Rock Island, IL.

• Completion Time: 120 workdays after Notice to Proceed.

• Security: AT Level I training, background checks, compliance with installation access policies, and iWATCH training are required for all personnel.

• Environmental: Strict adherence to environmental laws, regulations, and waste disposal (hazardous and non-hazardous) requirements is necessary. This includes obtaining necessary licenses and certifications.

• Safety: Designation of a Site Safety and Health Officer (SSHO), submission of safety plans (APP, AHA, Emergency Plan), and adherence to fire safety regulations are required.

• Utilities: Water and electricity will be provided by the Government.

• Licenses: Contractors must be licensed in the State of Illinois.
