Statement of Work (SOW) / Performance Work Statement (PWS)

This project aims to repair and consolidate existing office space within Building 104 at the US Army Garrison (USAG) Rock Island Arsenal (RIA) to improve efficiency and space usage for Garrison departments.

• Base Bid: Repair approximately 13,290 square feet of the building's first floor and partial basement.

• Demolition: Includes demolition, minor asbestos abatement, and disposal of existing elements.

• Construction: Creation of multiple open offices, private offices, and conference rooms.

• Repairs: Includes partial floor finishes (approx. 9,510 sq ft), reflected ceiling tiles, first-floor light fixtures, casework for break and nursing rooms, window blinds (92), TV monitors (6), fire extinguishers (8), a through-wall storage depository safe, painting, new storefront windows (2), relocation of existing furniture, and repair of four historical stairwells.

• System Updates: Revisions and extensions to power, data/communication, and access control systems. Repair and replacement of all first-floor lighting.

• Plumbing: Installation of multiple drinking fountains.

• HVAC: Revisions to ductwork and hot water heating systems.

• The Base Bid completion date is 120 workdays after notice to proceed.

• Work hours are Monday-Friday, 0600-1700, excluding Federal holidays. Some work may occur after hours with COR approval.

• Disruptions: Minimize disruption to tenants and ongoing operations. A large portion of the building will remain occupied during construction.

• Submittals: Submit samples 14 workdays prior to project commencement. Submit a schedule and Quality Control Plan within 15 days of NTP. Pre-submittals are due within 30 days of NTP.

• Asbestos/Lead: Proper handling and disposal of asbestos and lead-containing materials are required. An IEPA notification is required for asbestos abatement.

• Hot Water Heating: Work on the hot water heating system cannot occur during heating months (typically October-March).

• Training: AT Level I, OPSEC, and iWATCH training are required for contractor employees.

• Access: Compliance with installation access, security, and Force Protection Condition (FPCON) requirements is mandatory.

• Safety: Adherence to EM 385-1-1, designation of a Site Safety and Health Officer (SSHO), and submission of safety plans (APP, AHA, Emergency Plan) are required.

• Environmental Protection: Compliance with all applicable federal, state, and local environmental laws and regulations is required. This includes waste management (solid and hazardous), pollution prevention, and spill prevention.

• DD Form 1354: Contractor must maintain and submit a DD Form 1354 for construction, repair, relocation, and demolition.

This solicitation is for a Firm-Fixed-Price (FFP) contract to furnish all labor, material, and equipment required to repair and alter an existing office building (Building 104) at the US Army Garrison (USAG) Rock Island Arsenal (RIA). The project aims to consolidate multiple Garrison departments located on the first floor.
