Scope of Work
The government requires the provision, delivery, assembly, and installation of eight bleacher seating systems. Four systems are designated for JBSA Camp Bullis (Building 5424) and four for JBSA Lackland (Building 10252). Each system must accommodate a minimum of 125 individuals (123 acceptable) and provide seating for approximately 5,000 Active, Guard, and Reserve SF personnel during outdoor training, offering protection from inclement weather.
Key specifications for the bleacher systems include:
- Capacity & Design: Grandstand-style layout with individual, contoured, folding (tip-up) brown seats, 8 seats per row, and 30" seat row spacing.
- Operation: Fully integrated, self-contained hydraulic system for one-person deployment/retraction, with automatic locking and protected components during transport.
- Safety & Compliance: Must meet or exceed International Building Code (IBC) for assembly seating (including enclosed risers, walkway aisle, extra-width footboards, continuous guardrails) and DOT/NHTSA standards for the trailer chassis.
- Mobility & Construction: Built on a highway-rated, road-legal tandem-axle trailer chassis with electric brakes on all four wheels and a breakaway safety system. Constructed from weather-resistant materials (UV-stabilized polymers, corrosion-resistant coated steel/aluminum) with multiple leveling/support jacks and an integrated canopy/sunshade.
- Deliverables: Contractor is responsible for off-loading, site maintenance, clean-up, and providing manufacturer/commercial warranties, operating manuals, and operator training. A demonstration of system capabilities is required prior to installation.
